Summary The Program Specialist serves as an expert resource for matters related to informatics, Computerized Patient Record System (CPRS), Primary Care Management Module (PCMM), workload accountability and capture, spreadsheet and graphic software used for managerial or clinical purposes, financial budget management. The Program Specialist will be working at the San Francisco Veteran Affairs Medical Center, Ambulatory Care Service. Responsibilities Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Duties to include but not limited to the following: The Program Specialist is responsible for the overall analysis of the Primary Care (SF) performance measures within this medical center using the databases available at the local VISN and national level such as but not limited to Pharmacy Benefits Management (PBM), VSSC database etc. Collects, distributes and analyses data for Primary Care (SF) performance measures and distributes it at least weekly to all the primary care providers (separates the data for the resident providers) at the facility (Medical Practice and Women's clinic). Identifies and recommends ways of eliminating, combining, simplifying or improving procedures and processes. From reports submitted measures the progress and effectiveness of operations against objectives. Monitors and analyses the trend over a period of time on improvement of measures. Monitors and analysis for performance measure improvements by an individual provider. The Program Specialist conducts various computer related projects assigned by the SHSS for Primary Care (SF). These duties will encompass matters related to performance measures, data capture, cost effectiveness studies and analytical duties. It also works with the data analyst from the Chief of Staffs office to provide data for provider profiling and performance pays. Attends all clinic reviews to discuss issues/problems surrounding performance measures or scheduling issues. Typical assignment requires skill in conduction and detailed analyses of complex functions, work processes including past, present performance measures, scheduling, trends in improvement etc. Stays abreast of new performance measures, databases and computer programs. Other related duties may be assigned. Work Schedule: Monday-Friday, 8:00am-4:30pm Virtual: This is not a virtual position. Qualifications To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 07/21/2026. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-07 position you must have served 52 weeks at the GS-05. For a GS-09 position you must have served 52 weeks at the GS-07.The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: GS-07 Minimum Requirements: GS-07 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-05 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Meeting the needs of customers while supporting VA missions, provides consistent information per established policies and procedures, handles conflicts, responds to all inquiries in person, by email, and telephone, informs supervisor or management official of any issue or potential incident where a customer is dissatisfied or angry, interacts with patients, supervisors, staff, visitors and non-VA personnel, protects data from unauthorized release or loss, uses MS word, MS excel, Outlook, and PowerPoint.OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed one (1) full year of graduate level education that demonstrates the knowledge, skills, and abilities necessary to do the work of this position. NOTE: Transcripts must be submitted with application. Education cannot be credited without documentation. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond a bachelor's degree may be used to qualify applicants for the GS-07 level. NOTE: If using education combined with specialized experience to qualify, a copy of your transcript is required. GS-09 Minimum Requirements: GS-09 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Experience in qualitative and quantitative analytical techniques including literature search; oral, written, and interpersonal communication skills to communicate findings and recommendations to a complex and diverse research organization at both leadership and operational/committee levels; comprehensive record-keeping, and files maintenance and dispositions strategies; record keeping; maintaining complex databases and statistical analysis; developing spreadsheets and manipulating for collecting and analyzing; overseeing and efficiently distributing workload assignments; works in team and individual settings. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed two (2) years of progressively higher-level graduate education, or masters or equivalent graduate degree, or LL.B. or J.D., in a related field of the position to be filled. Education at the graduate level must have been obtained in an accredited college or university and must demonstrate the knowledge, skills, and abilities necessary to do the work of this position. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond the first year (18 semester hours) of graduate school may be used to qualify applicants for the GS-09 level.
