Job Summary:
Please note: This position is located in Richmond, CA.
As a core member of California's Tuberculosis (TB) Control Branch, the Program Specialist (PS) applies high-level professional skills and subject matter expertise to lead a wide variety of highly visible activities in the Tuberculosis Control Branch, California Department of Public Health. The position provides administrative and strategic leadership and analysis for complex and diverse projects to the Branch Chief and others including monitoring progress in real-time on complex initiatives, independent high-level communications for scheduling and responding to executives in other agencies, developing presentations and highly visible and/or sensitive communications and correspondence, including documents of a highly technical nature. The position requires extensive leadership and independent action in diverse functions, tact and diplomacy in an effort to navigate and communicate within complex and highly sensitive areas internally and outside of the Branch.
The PS will design and develop a variety of critical reports and communication materials, produce executive summaries, resolve a variety of issues, assist staff in gathering data and information and leads and independently executes responses to a variety of governmental requests in a busy environment with competing deadlines; also performs routine office work. The PS will serve as the lead for TB elimination and health equity communications and developing and tracking these efforts for the TB Control Branch.
Please note:This position is based in Richmond, CA and offers a hybrid work environment including both remote and office centered work. The standard for hybrid work is a minimum of four days per week in-person and up to one teleworking day per week. The amount of telework is at the discretion of the Department's operational business needs and subject to change at any time consistent with the CDPH Telework Program.
Starting salary range is $72,000-$75,000

Develops and leads Branch and statewide meetings, senior staff meetings and monitors, updates, and provides strategic revisions to TB Branch workplan and California TB Elimination Plan.
Provides high-level and confidential organizational support for grantpreparation and submission and for a variety of stakeholder meetings. Independently responds to urgent and time sensitive requests across the Branch, communicates with local health department officials and staff on complex topics that require substantial subject matter expertise, independently research, develop, and design programmatic documents, in addition to supporting meeting logistics, such as reserving meeting rooms and setting up equipment and logistics.
Develops independent responses to executive leaders in other agencies and develops initiatives and complex presentations (e.g., original research and collection of data to analyze TB Elimination Plans for health equity measures and subsequent presentation of findings at national meetings; original design of research andsurvey instruments and analysis of frequency of mental health/behavioral health conditions among persons with TB in California; development of health equity statement outlining initiative to reducehealth inequities for statewide TB Elimination Plan; development of presentations that synthesize progress of TB elimination in California demonstrated by quantitative and qualitative measures ) as well as highly visible correspondence and sensitive communications, including documents of a highly technical nature.

Creates, develops, and implements long and short-term strategic communications and organizational plans and/or projects, in alignment with CDPH and UCSF brand identitystandards as posted at identity.ucsf.edu, to meet TB Elimination Plan measures and develop health equity partnerships and related communications materials. Gathers and analyzes TB resource data that can support TB funding and available resources; prepares reports or analyses of operational activities, evaluates current and proposed internal services available to staff to improve quality and efficiency of internal efforts(such as MSTeams channels; Intranet design and uses; MS Sharepoint for internal and external storage andsharing of documents; analysis of security and permission structures for all potential applications), etc.
Develop white-paper documents, presentations, executive reports and meeting minuteson sensitive and complex topics.Carries out research and literature reviews on highly technical and complex health care topics.
Serves as executive editor and lead for Branchcommunications on TB elimination.
Analyze and evaluate current and proposed Branch policies and provide guidance on enhancements. Provides direction and responds to Request for Report Approvals (RRA's) and urgent requests from Division. Develops scope of work, budgets, and reports for project requirements.
