About the Position System Administrators provide technical leadership, project management, and administration of departmental and citywide information systems, supporting both short- and long-term technology plans. The position implements, configures, maintains, and supports multi-tier, server-based hardware, applications, and software systems and is fully trained in procedures related to assigned areas of responsibility. System Administrators serve as an escalation point beyond Tier I/Help Desk support, troubleshooting complex technical issues through to resolution, maintaining accurate documentation, and delivering user training. First review of applications will occur after 8:00 am on October 7, 2026Essential DutiesDuties include, but are not limited to the following:Provide technical leadership and project management for departmental and citywide information systems implementation.Serve as Tier II technical support above Help Desk for the organization, capable of analysis, implementation and support of the City's information technology infrastructure, including new or upgrade installations of existing endpoints, servers, applications and information systems security.Assist staff within the information technology work group and in departments in formulating short- and long-range plans regarding City computing needs.Configure monitoring tools and software to monitor system performance. Respond to reports verifying systems are working properly and ensure high availability.Perform hardware, network & server appliances setups, deployments, maintenance and troubleshooting.Respond to service outages and other problems associated with mission-critical systems.Verify that hardware and software purchase requests comply with City standards. Coordinate procurement of desktop hardware purchases for the organization; configure desktops and install at users' locations.Provide support for technical issues and troubleshoot problems to resolution.Prepare and maintain up-to-date documentation supporting assigned and related areas of responsibility.Coordinate and conduct user training, education and problem-solving sessions; maintain user-accessible knowledge base for self-service problem resolution; assist users regarding system functionality.Access sensitive and confidential information, comply with City and department policy regarding such access, and maintain the confidentiality of the information.Configure and maintain baseline network, server, and system security postures including CJIS, PCI, CIS standards and frameworks according to organizational policies.Operate and drive a motor vehicle safely and legally.It is the responsibility of all City of Corvallis employees to:Participate in the Emergency Management program including planning, classes, training sessions, exercises and emergency events as required.Respond as directed during unforeseen events, inclement weather, emergencies, or officially declared States of Emergency to support the continuity and restoration of critical public services, facilities, and infrastructure.Act ethically and honestly; apply ethical standards of behavior to daily work activities and interactions. Build confidence in the City through own actions.Maintain effective work relationships.Conform with all safety rules and perform work in a safe manner.Deliver excellent customer service to diverse audiences.Adhere to all City and Department policies.Arrive to work, meetings, and other work-related functions on time and maintain regular job attendance.Perform other duties as assigned.Qualifications and SkillsQualifying Experience / EducationHigh School diploma or equivalent and seven years of computer system support including at least three years of server support experience.Bachelor's degree in computer science or closely related field and at least three years of server support experience.Experience in systems administration and knowledge of the following is required:Microsoft Server OS 2012 and greater and knowledge of LinuxAdministration of endpoint OS upgrades and management of Active Directory (AD) and Global Policy Object (GPO) scriptsHands-on experience with remote application deployment and enterprise antivirus management across servers and desktopsWindows scripting and other scripting languagesSwitched Ethernet network topology and TCP/IP protocolsDemonstrated application of NIST, CJIS and CIS frameworks and controlsAdministration of Microsoft 365 Admin CentersVirtualized server configuration, management and troubleshooting experience including VMWare vCenter, vSphere or similarExpert understanding and the ability to support a Windows-based operating system including Active Directory; devices and what device drivers do, file system concepts ("NTFS"), and use performance analysis tools to tune systemsExperience performing operating system and application-level patch management and threat analysis, prioritization and remediationDesired QualificationsMicrosoft 365 Certified: Fundamentals certification or similar.Certifications / LicensesAbility to possess and maintain Criminal Justice Information Systems (CJIS) security clearance and requirements.Possession or ability to obtain and maintain a valid Driver's License.Knowledge / Skills / AbilitiesKnowledge of: enterprise software, including SQL databases, web services and email systems; traffic laws and defensive driving.Skill in: excellent analytical, problem-solving, communication, interpersonal, technical writing, and organization; applying technical and analytical knowledge to solve technical problems and make effective decisions within short time frames to minimize system down time; identifying process bottlenecks and suggesting automated workflows to improve productivity and efficiency; supporting networking/ distributed computing environment concepts, principles of routing, and designing and upkeeping of consistent network-wide file system layouts and security.Ability to: attend and incorporate learning from approved trainings on a regular basis; program in an administrative language such as CLI command interfaces e.g. PowerShell, and Windows Command prompt to perform various system tasks more efficiently; work independently and effectively on self-directed priorities and in group settings with technical and non-technical staff; communicate effectively, both orally and in writing, with peers, customers and senior staff; manage multiple projects, and act as a vendor liaison to acquire and implement new systems, troubleshoot current systems, and assist with new or maintaining various systems integrations in an efficient manner; provide excellent customer service, get along with coworkers and maintain effective working relationships; maintain confidentiality and exercise discretion and judgment in dealing with sensitive or confidential information; travel among City worksites; use the following tools and/or equipment: multi-line phone system, cell phone, computers with associated software, computer equipment and components, copy and fax machines and other related tools and equipment.In Addition: the employee shall not pose a direct threat to the health or safety of the individual or others in the workplace; have demonstrable commitment to sustainability; and have demonstrable commitment to promoting and enhancing diversity, equity and inclusion.How to ApplyQualified applicants must submit an online application located on the City of Corvallis website (click on "Apply" above).
