Compliance - Healthcare Risk Management Program Manager (O-5 Billet) Non-Supervisory

Summary The Compliance - Healthcare Risk Management Program Manager oversees risk management within ICE/IHSC, focusing on preventing, reducing, and controlling organizational loss while improving healthcare and safety for detainees. Responsibilities include incident reporting, root cause analysis, and enhancing patient safety. Requires healthcare expertise, advanced education, and certification in risk management. This position is only open to USPHS officers and Call to Active Duty (CAD) candidates. Duties And Responsibilities Develop and implement risk management program initiatives and enact changes in clinical practice, policy and procedures to preserve the agency's assets, reputation and quality of care. Provide policy guidance, consultation and review of sentinel events. Assist in the development, review and revision of policies and guides related to risk management annually or as necessary. Provide oversight, monitoring and training of the incident reporting electronic tool. Coordinate risk management activities with facilities, including root cause analysis of incidents and providing proactive risk reduction strategies. Collect data, monitor trends and report results to Team Lead. Conduct medical record audits using electronic Clinical Works (eCW) for review of appropriate delivery of quality health services. Ensure established standards of care are monitored in IHSC-staffed facilities and non-IHSC staff facilities throughout the United States. Maintain accountability and monitoring of risk management activities and identify areas for improvement. Participate in the identification of opportunities for continuous quality improvement (CQI), recommend solutions for local facility issues and agency-wide concerns, and implement related plans and follow‑up activities. Coordinate and assist with developing a corrective action plan for risk management and CQI issues identified. Provide oversight for monitoring and completion of assigned corrective action plans. Provide consultation or assessment of conditions in a detention facility that may originate from ICE/ERO, IHSC, non-governmental organizations, or from detention facilities themselves. Assess requests to identify key issues through additional fact‑finding, if necessary, and determine appropriate level of response. Conduct appropriate inquiries to minimize risk to the health and well‑being of detainees and to the health of the public at large. Maintain accountability and monitoring of resources essential to program activities and meeting the mission and goals of IHSC. Maintain an up‑to‑date calendar of activities to coordinate with other unit and division staff and administration. Conduct and/or coordinate inquiries related to risk management and CQI deficiencies and coordinate corrective actions with appropriate subject matter experts. Perform data analysis for tracking, trending, and reporting on incidents to drive change. Serve as key advisor to IHSC National Quality Assurance (NQA) Committee. Other duties as assigned. Requirements You must be a U.S. citizen. You must successfully pass a background investigation. You must successfully pass a drug screen. Males born after 12/31/59 must certify registration with Selective Service. Meet all requirements by the closing date of the announcement. Upon appointment, officers will be required to serve an 18 to 24‑month commitment to IHSC. You must not have a current Assignment Pay Agreement; if you do, it must be fulfilled within 90 days of application submission. Applicants must be a current USPHS Commissioned Corps Officer or USPHS Call to Active Duty (CAD) candidate. Civilians are not eligible for this position. PHS officers must participate in IHSC TDY On‑Call Schedule (ITOS). ITOS is either an entire month or two 16‑day periods a year where the officer is required to be available to serve. Qualifications
PHYSICAL DEMANDS
Sitting and/or standing for extended periods of time (6‑8 hours). Performing repeated bending motion. Average manual dexterity for computer operation. Phone use for extended periods of time. If licensed clinician or administrator, will be tasked to TDY within the department for a minimum of 30 days annually. May require lifting objects greater than 30 pounds. Required to perform CPR/emergency care standing or kneeling. Must assist sick, injured or aging detainees or staff exiting the building, potentially lifting, dragging, wheeling or carrying someone who weighs significantly more than self. May need to run short distances, sit or stand for prolonged periods (6‑8 hours) in austere environments. Must perform duties without undue physical limitations. Must be able to travel (up to 30%). Education Required Knowledge, Skills, And Abilities Must be a Registered Nurse, Nurse Practitioner/Physician Assistant, or in a Healthcare or Healthcare Administration related field. Qualifying degree for the officer's category and an advanced degree (e.g., R.N., MPH) from an accredited institution plus a minimum of four years of professional experience relevant to the officer's category. Of the total professional experience, officer must possess at least two years of experience related to management, administration, evaluation of public health programs; quality improvement or related areas of expertise, such as health care risk management and/or compliance. If the incumbent holds a clinical license, maintain currency as required by the licensing or certifying body. Advanced degree (MA, MS) from a recognized accredited institution. Three years of experience related to healthcare quality management, administration and/or health program management. Certification in Healthcare Quality or Risk Management or ability to obtain certification within one year of employment; CPHQ certification strongly recommended. Maintain clinical professional skills through continuing education opportunities. Maintain basic readiness status. Experience with information systems and computer programs. Experience in program development, review, implementation and evaluation, including fiscal year planning reports. Proficient knowledge of applicable detention health care standards, specifically PBNDS, NCCHC, and ACA, and ICE FRS (as applicable). Ability to independently perform the functions/duties listed above with minimal supervision. Effective written and oral communication skills; strong teaching skills to ensure goal‑directed outcomes. Ability to collaborate with all levels of personnel and management in ODCR, IHSC, ERO, ICE, and DHS offices, and with Federal GS employees and contractors. Strong project management skills, including planning and prioritizing projects under tight deadlines and occasional stressful situations. Eligible to become a certified FactFinder (must meet agency requirements). Knowledge of program policies, guidelines, and operating procedures. High initiative and follow‑through on a wide range of sensitive, complex program issues. Proficient in the use of electronic health records and ability to quickly develop competency with IHSC’s electronic health record. Skilled in Microsoft Word and Excel, including basic statistical graphics and data management tools. Effective in written and verbal professional communications in English. Additional Information This U.S. Public Health Service position is located within the Department of Homeland Security (DHS), Immigration and Customs Enforcement (ICE), Enforcement and Removal Operations (ERO), ICE Health Service Corps (IHSC), Office of the Deputy Assistant Director of Health Care Compliance, Medical Quality Management (MQM) Unit. The incumbent will report directly to the Supervisory Compliance Healthcare Risk Management Program Manager and is a nonsupervisory position. IHSC provides on‑site direct patient care at 19 IHSC‑staffed facilities and manages off‑site medical care at 128 contract (non‑IHSC‑staffed) facilities. The agency serves more than 131,000 noncitizens and provides medical support during ICE enforcement operations. Supervisory Controls The Programm Manager works under the general supervision of the Supervisory Compliance Healthcare Risk Management Program Manager for Medical Quality Management.
