Public Utilities Engineering Division Administrator

JOB SUMMARY
Under the general direction of the Director and/or Deputy Director, performs highly responsible managerial, administrative, and professional work involving the planning, coordination, and oversight of engineering services, capital improvement programs, consultant contracts, project delivery processes, and departmental operational initiatives. The position is responsible for managing engineering programs, budgets, consultant resources, and administrative functions that support municipal utility projects. Work involves significant independent judgment, strategic planning, policy implementation, and coordination with internal departments, consultants, contractors, regulatory agencies, and external stakeholders. Work is reviewed through conferences, reports, and achievement of established goals and objectives.ESSENTIAL JOB FUNCTIONS
Manages and coordinates engineering support services for the Public Utilities Division, including project administration, program management, consultant coordination, and capital project support activities. Develops, administers, and monitors division operating and capital budgets; assists in the preparation of Capital Improvement Program (CIP) budgets, project forecasts, and funding strategies. Oversees project management processes, schedules, resource allocation, performance metrics, and reporting systems for engineering and infrastructure programs. Coordinates the work of professional, technical, administrative, and contracted service providers to ensure the timely and effective delivery of engineering support services. Reviews engineering reports, studies, plans, and recommendations prepared by consultants, contractors, and technical staff to ensure consistency with departmental objectives, policies, and regulatory requirements. Works closely with the Director, Deputy Director, and senior leadership to develop policies, procedures, operational standards, strategic initiatives, and long‑range infrastructure plans. Manages consultant procurement activities, including the development of Requests for Proposals (RFPs), Requests for Qualifications (RFQs), contract negotiations, performance evaluations, and contract administration. Coordinates interdepartmental activities related to capital projects, asset management, infrastructure planning, regulatory compliance, and service delivery improvements. Develops and maintains performance measures, project tracking systems, and management reports to support organizational decision‑making. Provides overall leadership, management, and direction to supervisory, managerial, professional, technical, administrative, and support personnel engaged in engineering, utility operations, capital improvement programs, and infrastructure initiatives. Directs and evaluates the work of supervisors, managers, engineers, inspectors, technical specialists, and administrative staff to ensure alignment with departmental goals, operational objectives, regulatory requirements, and service standards. Oversees workforce planning, staffing, employee development, succession planning, performance management, and talent development programs to ensure the effective delivery of engineering and utility services. Provides guidance and direction on employee relations matters, including coaching, performance improvement, disciplinary actions, labor relations, and interpretation of collective bargaining agreements in coordination with Human Resources. Develops and implements strategies to improve organizational effectiveness, employee engagement, workforce productivity, operational performance, and continuous improvement throughout the division. Ensures compliance with workplace safety requirements, environmental regulations, labor agreements, departmental policies, and applicable Federal, State, and local laws and regulations. Leads management teams in the development and implementation of operational objectives, strategic initiatives, capital improvement priorities, and service delivery enhancements. Represents the department in meetings with consultants, contractors, regulatory agencies, community organizations, elected officials, and other stakeholders as assigned. Ensures compliance with applicable Federal, State, County, and Local regulations, policies, and engineering standards. Must effectively and positively represent the City in delivering and performing work with colleagues and clients, irrespective of gender, race, religion, age, disability, political affiliation or belief, or sexual orientation. To perform this job successfully, an individual must be able to perform each essential function satisfactorily. Bachelor’s Degree from an accredited college or university in civil engineering with a heavy emphasis on public utility (stormwater, wastewater, and water services). Five (5) years of progressively responsible professional municipal engineering experience, of which two (2) years must be in public utility (stormwater, wastewater, and water services). Additional experience managing, directing, and evaluating the work of supervisory, managerial, professional, technical, administrative, and support personnel. Experience in workforce planning, performance management, employee development, resource allocation, and coordination of multidisciplinary teams supporting public utility operations and capital projects. Master's Degree from an accredited college or university in Civil Engineering with a heavy emphasis on public utility systems, including stormwater, wastewater, and water services. Five (5) years of experience in public utility engineering, operations, infrastructure management, capital improvement programs, and regulatory compliance involving stormwater, wastewater, and water systems. Three (3) or more years of experience providing leadership and direction to supervisors, managers, engineers, technical personnel, and administrative staff. Additional education and experience or an equivalent combination of training and experience may be substituted for the above requirements.CERTIFICATES, LICENSES, REGISTRATIONS
Registration as a Professional Engineer in the State of Florida, preferred. Valid Driver’s License with proof of automobile insurance. Background Check: Must have an acceptable background record. Driving Abstract: Must have an acceptable driving record.KNOWLEDGE, SKILLS, ABILITIES
Extensive knowledge of the principles, practices, and techniques of civil engineering as applied to municipal infrastructure, utilities, and capital improvement programs. Extensive knowledge of engineering project management principles, including planning, scheduling, budgeting, contract administration, risk management, and performance monitoring. Considerable knowledge of municipal government operations, organizational management, strategic planning, and administrative practices. Knowledge of the principles and practices of engineering design, construction management, and infrastructure asset management as applied to stormwater, wastewater, and water systems. Knowledge of public infrastructure planning, design, construction, maintenance, and lifecycle management methods, materials, and equipment. Knowledge of current engineering, construction, and consulting service costs for budget development, project forecasting, and cost estimating. Knowledge of Federal, State, County, and Local regulations governing public infrastructure, utilities, transportation systems, environmental compliance, and municipal development. Considerable knowledge of public utilities infrastructure. Working knowledge of municipal development review processes, land development regulations, building practices, and engineering standards. Knowledge of government procurement laws, consultant selection procedures, contract administration, and public‑sector purchasing practices. Ability to evaluate complex engineering reports, studies, plans, specifications, and technical recommendations and develop practical solutions consistent with organizational goals. Ability to negotiate and administer complex professional service agreements, construction contracts, intergovernmental agreements, and funding partnerships. Ability to coordinate and monitor the work of consultants, contractors, technical staff, and project teams engaged in a wide variety of municipal engineering and infrastructure initiatives. Ability to develop, manage, and monitor operating and capital budgets and establish performance measures to evaluate program effectiveness. Ability to analyze organizational, operational, financial, and technical information and make sound recommendations to executive leadership. Ability to identify, pursue, and administer grant funding and other external funding opportunities for infrastructure projects. Ability to prepare and present complex technical, financial, and administrative reports in a clear, concise, and effective manner for management, elected officials, boards, committees, and the public. Considerable knowledge of organizational leadership, workforce management, employee development, performance management, labor relations, and supervisory practices applicable to managing professional, technical, administrative, and operational personnel in a public‑sector environment. Ability to provide leadership, direction, and oversight to supervisors, managers, professional engineers, technical staff, and support personnel, including union and non‑union employees, while fostering accountability, teamwork, employee engagement, and high‑performance service delivery. Ability to establish and maintain effective and professional relationships with elected officials, regulatory agencies, consultants, contractors, developers, employees, and members of the public. Ability to exercise sound judgment, initiative, and independent decision‑making in managing multiple projects, priorities, and organizational objectives simultaneously.PHYSICAL DEMANDS
