Job Description

The Nevada System of Higher Education (NSHE) invites applications and nominations for the position of Chief Human Resources Officer (CHRO). This is a renewable, full-time, non-tenured, administrative position and reports to the Chancellor. The position may be physically located in either Las Vegas or Reno, Nevada . Intermittent travel to ensure visibility at both offices is expected.

The NSHE is comprised of eight institutions : three universities, four community colleges and a research institute. The public system of higher education in Nevada continues to experience growth with significant opportunities in serving over 105,000 students and 15,000 employees.

The CHRO provides strategic leadership and input to the Chancellor and Cabinet on NSHE's strategic planning process and administration. The CHRO works directly with NSHE administrators in the development, coordination, implementation and administration of policies and procedures, ensuring legal compliance and alignment with NSHE's mission, values, and talent strategy to support the workforce needs of System Administration (SA), which includes the System Computing Services unit (SCS).


The position provides overall direction for NSHE's HR function, including talent acquisition, employee engagement, culture and retention, employee and labor relations, learning and development, total rewards, workforce management, and HR technology management.


SALARY/GRADE: This position offers a competitive compensation package commensurate with the candidate's education, experience, and certification/training. In addition to base salary*, employees enjoy a comprehensive benefits package that includes:
  • Comprehensive Health Insurance : includes health, dental, vision, and life insurance. Additionally, an employer paid long term disability plan is included.
  • Outstanding Retirement Plan : professional employees are required to participate in the 401(a) Retirement Plan Alternative (RPA). Employee contributions of 19.25% are matched 100% by the employer and employees experience an immediate vesting in the plan. Employees who currently or previously participated in Public Employees Retirement System (PERS) of Nevada may be eligible to continue in the PERS plan.
  • Paid Leave : generous annual leave (accrual of 2 days per month), sick leave (granted 30 days at time of hire), 12 paid holidays, and paid family leave.
  • Education Benefit : employees and their qualified dependents may take advantage of a tuition savings benefit. Faculty may take up to six credits per semester at a reduced rate and their dependents may access an unlimited number of credits, if they meet specific criteria.

APPROXIMATE STARTING DATE: October 1, 2026

MINIMUM QUALIFICATIONS: A master's degree in human resources, organizational development, or a related field and 10 years of progressive experience in HR leadership, with a minimum of 3 years at the executive or senior leadership level, preferably within higher education or large, complex organizations.

  • Demonstrated experience and knowledge of multiple HR disciplines, including but not limited to, recruitment, workforce management, performance management, learning and development, total rewards, employee engagement, and employee and labor relations.
  • Comprehensive knowledge of all relevant laws, regulations, rules and practices to ensure compliance and exercise of best practices.
  • Knowledge of organizational development strategies and methodologies to drive employee engagement and performance.
  • Demonstrated ability to establish strong relationships with and build consensus among senior executives, staff, and other internal or external partners throughout the organization.
  • Demonstrated ability to work successfully in a dynamic environment while setting priorities and meeting stringent deadlines to ensure multiple projects and objectives are achieved.

RESPONSIBILITIES: The duties of this position will include, but not be limited to, the following areas of responsibility:
  • Provide overall direction for HR function, including talent acquisition, total rewards, employee engagement, culture and retention, workforce management, HR technology management, learning and development, employee relations.
  • Direct strategic planning, assessment, and HR audits, and data management; provide effective execution of HR goals from SA's strategic plan; track HR metrics to show value added services; ensure that all aspects of the HR office comply with federal, state law and regulation and BOR/NSHE policy
  • Develop and administer HR policies, communicate BOR policies; advice and counsel SA senior leadership and supervisors in HR functional areas; administer SA non-discrimination plan
  • Serve as SA Title IX Coordinator; serve as NSHE HR liaison with NSHE institutions on HR policies and practices; serve primary contact with NSHE legal affairs, members of SA senior leadership and supervisors on HR issues; represent SA through participation in HRAC, Title IX, CUPA and SHRM. Serve as HR lead for facilitating the RFP, selection, and contracting process for shared NSHE HR vendors

In collaboration with the Chancellor and senior leadership establish SA's goals and strategy related to staffing, recruiting, culture and retention. Lead and manage SA's human resource function and evaluate HR program performance regularly to ensure continuous improvement. Act as the custodian of record, overseeing employment, benefits, payroll, and NSHE executive and employee records. Track, manage, and present mandatory reports of HR data and information to the Chancellor and/or Board of Regents. Oversee SA's performance management process and track and manage employee-manager objectives; assist the Chancellor with administering corresponding policies and procedures. Advise SA senior leadership on the people-related aspects of business strategies, ensuring alignment with the HR function and SA workforce needs and goals as well as organizational culture. Oversee complex personnel, employee relations, or disciplinary matters; provide conflict resolution guidance, where appropriate. Analyze need for, develop, implement, and periodically assess SA HR policy, procedures, programs and initiatives. Ensure compliance with Title IX, ADA, VAWA, and other non-discrimination plans, laws, policies and procedures. Oversee SA's recruitment and hiring process; ensure legal/regulatory compliance in selection and hiring. In collaboration with the Chancellor and senior leadership develop employee retention and succession planning strategies. Oversee and ensure effective administration of classification and compensation plan and structures, including periodic reviews and coordination with independent consultants. Analyze the need for, develop implement, and periodically assess SA learning and development programs and initiatives. Oversee and manage accurate reporting of employee data, HR data analytics, and responses to internal and external data requests. Lead and develop a high-performance, service-oriented team that delivers consistent, accurate, and timely service. Supervise NSHE Director of Human Resources, ensuring optimal performance and execution of duties. Lead the Human Resources Advisory Council (HRAC) to ensure alignment and consistency between institutions and SA with respect to HR efforts, including consistency and compliance with Board of Regents policies and procedures. Responsible for financial oversight, planning, budget, and control of HR department. Other duties as assigned.
