The Program Manager / Business Analyst will serve as the primary management and functional lead supporting the Federal Aviation Administration's NISC Information Management System (NIMS) and Contract Management Information System (CMIS). This position combines program/project management, business analysis, requirements management, stakeholder coordination, and operational support for enterprise applications supporting FAA contract, financial, task order, invoice, and payment-management processes.

The successful candidate will work directly with program stakeholders and technical team members to translate operational and business requirements into actionable technical requirements, plans, schedules, workflows, and deliverables. The position will coordinate the work of a small, highly technical development team responsible for maintaining the existing NIMS/CMIS environment while supporting planning and implementation of the future system supporting NISC V.

The role supports FAA requirements for project schedules, WBS development, business-process models, staffing and implementation plans, cost/budget tracking, PMLC/SDLC management, quality metrics, risk management, stakeholder coordination, deliverable management, transition planning, and future-system analysis. 

Key Responsibilities

• Lead day-to-day program and project management activities. 
• Develop and maintain project schedules, milestones, WBSs, action items, risks, issues, and dependencies. 
• Facilitate requirements-gathering and requirements-validation sessions with FAA stakeholders. 
• Translate business requirements into functional and technical requirements for developers. 
• Analyze existing business processes and develop process maps, workflows, recommendations, and future-state concepts. 
• Coordinate application enhancements, releases, production issues, and technical priorities. 
• Manage Agile/iterative development activities, including backlog prioritization and status tracking. 
• Prepare program reviews, monthly status reports, briefings, schedules, plans, analyses, and other contract deliverables. 
• Track project risks and develop mitigation and contingency strategies. 
• Coordinate user training, user guides, knowledge-transfer activities, and helpdesk support. 
• Support QA/QC and verify deliverables meet contractual and technical requirements. 
• Coordinate with application developers, database developers, FAA stakeholders, cybersecurity personnel, and external system owners. 
• Support requirements discovery and solution planning for the future NISC V system. 
• Lead management aspects of Transition-In and Transition-Out, including knowledge transfer, readiness, risks, documentation, and schedules.

Requirements:

 

Required Qualifications

• Bachelor's degree in Business, Information Technology, Computer Science, Engineering, Management Information Systems, or related discipline, or equivalent relevant professional experience. 
• 7+ years of experience supporting IT programs, enterprise applications, software development, business analysis, or related technical programs. 
• Demonstrated project/program management and business-analysis experience. 
• Experience developing requirements, process flows, project plans, schedules, risk registers, status reports, and executive-level briefings. 
• Experience working with software developers, database engineers, cloud engineers, and other technical personnel. 
• Understanding of SDLC methodologies including Agile, iterative development, and/or Waterfall. 
• Experience managing multiple simultaneous technical priorities. 
• Strong technical writing and documentation skills. 
• Strong customer-facing communication and meeting-facilitation skills. 
• Ability to communicate technical issues to both technical and nontechnical stakeholders. 

Preferred Qualifications

• Federal Government or FAA experience. 
• Experience with financial-management, contract-management, ERP, or workflow applications. 
• Familiarity with AWS, Oracle, SQL, APIs, and enterprise application architecture. 
• Experience supporting cybersecurity/ATO documentation and compliance activities. 
• PMP, PMI-PBA, PMI-ACP, Scrum, ITIL, or similar certification.
