Job Description - Assistant Director Human Resources Leaves & ADA (260000MX) Job Description Description Job Overview The Assistant Director of HR Leaves & ADA provides districtwide strategic and operational leadership for employee leave and absence management programs, ensuring compliant, consistent, and service-centered support for all staff. This role has primary responsibility for the governance and administration of all employee leave programs—including FMLA, Temporary Disability Leave (TDL), Unpaid Leave (UPL), catastrophic leave, sick leave bank, voluntary transfer of leave days, and all other leave options outlined in the employee handbook—ensuring alignment with federal, state, and district requirements and established internal controls. The Assistant Director also leads the district's Americans with Disabilities Act (ADA) accommodation program, directing interactive processes and implementing reasonable accommodations that support employee success, operational continuity, and organizational effectiveness. Additionally, the position directs absence management operations, ensuring accurate tracking, reporting, and stakeholder communication to promote employee wellness, reduce operational disruptions, and maintain regulatory compliance. The Assistant Director serves as an escalation point and trusted advisor to employees, supervisors, and district leaders on policy interpretation, timelines, eligibility criteria, documentation requirements, and complex case resolution. This role establishes performance expectations and service standards for Leaves & ADA functions, leverages data to identify trends and recommend program improvements, and ensures continuous improvement of processes impacting leave, accommodations, and attendance—strengthening organizational capacity and supporting a high-performing workforce. Position Description Essential Duties and Responsibilities Leave Administration Oversees the administration of all employee leave programs, including FMLA, Temporary Disability Leave (TDL), Unpaid Leave (UPL), catastrophic leave, sick leave bank, and voluntary transfer of leave days. Ensures compliance with federal, state, and district requirements related to leave eligibility, documentation, timelines, and notifications. Interprets and applies district policies, employment laws, and collective leave provisions as outlined in the employee handbook. Develops and maintains procedures and tools that ensure accurate, consistent, and timely processing of all leave requests. Reviews complex or escalated leave cases and provides guidance to HR staff, supervisors, and leadership. Ensures fidelity to district policies and required processes, including failure to return from leave and neutral absence terminations, in consultation with HR leadership and legal counsel as appropriate. Prepares, reviews, and coordinates documentation for the Board of Trustees and executive leadership when board items related to employee leaves require submission. Advises HR leadership on updates to the employee handbook and related procedures governing employee leaves, including recommendations informed by audit findings, case trends, and regulatory changes. ADA / Disability Accommodation Management Manages the district’s ADA accommodation process, including the coordination of interactive discussions with employees and supervisors. Reviews medical documentation, work restrictions, and essential job function requirements to determine appropriate reasonable accommodations. Ensures compliance with the Americans with Disabilities Act, ADAAA, and related federal and state laws. Partners with departments and campus leaders to implement accommodations that support employee retention and productivity. Advises HR leadership on updates to the employee handbook and district procedures related to ADA accommodations and the district’s interactive process. Absence Management Oversees absence tracking systems, reporting, and data integrity to ensure accurate documentation of employee absences. Analyzes trends in absences and leave utilization and presents findings and recommendations to HR and district leadership to improve attendance outcomes, forecasting, and operational continuity. Collaborates with Payroll, HR Partners, and campus/department leaders to resolve discrepancies in leave balances or attendance records. Monitors substitute and coverage impacts related to employee absences and partners with appropriate departments to reduce operational disruptions. Employee & Supervisor Support Serves as a subject matter expert on leave, ADA accommodations, and absence management, providing guidance to employees, supervisors, HR Partners, and district leaders. Communicates clearly and compassionately with employees regarding leave options, timelines, documentation needs, and responsibilities. Provides training and resources to supervisors and departments on proper leave procedures, ADA processes, and attendance expectations. Compliance, Documentation & Functional Leadership Ensures all leave and ADA files are accurate, complete, and securely maintained in accordance with legal standards. Prepares and presents regular and ad hoc reports, dashboards, and executive summaries for HR leadership, district leadership, and external agencies as required. Monitors changes to FMLA, ADA/ADAAA, state leave statutes, and district policies; assesses impact and risk; and leads implementation of approved updates to procedures, templates, and training. Leads, coaches, and develops the HR Leaves & ADA team, setting clear expectations and ensuring consistent, high-quality service delivery across leave, ADA, and absence management. Establishes key performance indicators (KPIs) and service levels and monitors productivity, accuracy, timeliness, and customer experience outcomes; implements corrective action and coaching as needed. Identifies and leads opportunities to standardize and streamline processes, strengthen communications, and improve the overall employee experience through effective change management. Partners with HR leadership and cross-functional teams to ensure alignment of leave, ADA, and attendance programs with district goals and workforce needs. Supervisory Responsibilities Assists in the process of recruiting, screening, interviewing, and hiring of assigned staff. Initiates personnel actions including documentation and termination. Conducts performance appraisals of assigned staff. Addresses complaints and resolve problems in a timely manner. Plans, assigns, and directs work of assigned staff. Bachelor's degree in Human Resources Management, Business Management, Education, or related field Professional in Human Resources (PHR/SHRM) Certification preferred Minimum of 5 years of work experience in the areas of Human Resources, including specific experience with leaves and ADA. High influencing and conflict resolution skills Ability to work independently with a high degree of initiative and self-motivation Experience in planning and delivering employee leave and ADA initiatives Comprehensive knowledge of human resources information management systems, including the ability to utilize databases to design and generate statistical and informational reports Demonstrated knowledge in project management, including planning work, managing details, keeping multiple tasks/projects on track, time management, and ensuring delivery of outstanding results Excellent communication skills, both orally and in writing, with the ability to facilitate and present in both large and small group settings Excellent consulting and customer service skills Ability to work in a highly collaborative environment, influencing without formal authority Physical Requirements/Working Conditions The work environment characteristics and physical demands described here are representative of those an employee encounters while performing the essential functions of this job. Work involves everyday risks and discomforts which require normal safety precautions when operating equipment or performing job duties. May work prolonged or irregular hours and must be able to maintain emotional control under stress. Additional Information This position requires travel to various campuses, district meeting sites and conferences/meetings in and out of state. This position may require the employee to work some evenings and weekends. Work is performed in an office and is subject to frequent interruptions. Attendance at evening events, such as school board meetings may be required. Assignments may involve contact with irate or otherwise emotional applicants, staff and/or administrators. Work is also performed outside of the office for orientations, meetings and training. Work may involve completion of analytic and narrative documents with deadlines, involving stressful situations and long hours.
