OCOE is tasked with developing, managing, and coordinating both internal and external communications—including publications, email and SMS/text campaigns, and social media and website content—for students, parents, borrowers, postsecondary schools, and higher education partners and stakeholders.### DutiesAPPLICATION LIMIT: This vacancy announcement is limited to the first 200 applications received and will close at 11:59PM Eastern Time on the day that we receive the 200th application, or at 11:59PM Eastern Time on the listed closing date, whichever occurs first.We encourage you to read this entire vacancy announcement prior to submitting your application.As a Supervisory Digital Communications Specialist, GS-1001-14, you will be responsible for:* Oversees the development and execution of student loan and student aid automated, transactional, and ad‐hoc email and text campaigns to support organizational goals.* Manages A/B and multivariate testing of subject lines, content, formatting, and timing of student loan and student aid email and short message service (SMS) campaigns to optimize campaign performance.* Serves as the business and product owner for the Marketing & Communications Platform that sends mass email and SMS to customers.* Create or manage the creation of proposals, requirements, and budget documents, and technical review forms as needed as a Contracting Officer Representative (COR).* Manages multichannel communications initiatives reaching 20 million+ customers using the following channels (not limited to this list): email, SMS, social media, web content, blogs, videos, and digital events.### RequirementsConditions of employment* Relocation will not be paid.* You may be subject to serve a one-year supervisory probationary period.* Males 18 and over must be registered with the Selective Service.* Must be a US Citizen.* Must complete a Background Investigation.Condition of Employment:As a condition of employment for accepting this position, you may be required to serve a probationary period or trial period during which we will evaluate your fitness and whether your continued employment advances the public interest. We will consider all qualifying experience, including any volunteer experience.### QualificationsSelective Placement FactorYou must meet the following selective placement factor: The Federal Acquisition Certification for Contracting Officer's Representative (FAC-COR) Level I is required for this position.Minimum Qualification RequirementsYou may meet the minimum qualifications for the GS-14, if you possess the specialize experience.Specialized Experience for the GS-14One year of experience in either federal or non-federal service that is equivalent to at least a GS-13 performing two (2) out of three (3) of the following duties or work assignments:* Experience overseeing the development and execution of student loan and student aid automated, transactional, and ad-hoc email and short message service (SMS) campaigns.* Experience creating and reviewing contract deliverables to ensure adherence to timelines and technical requirements as a Contracting Officer Representative (COR).* Experience serving as a business owner or product owner for a marketing and communications platform that sends mass email and SMS to customers.Knowledge, Skills, And Abilities (KSAs)The quality of your experience will be measured by the extent to which you possess the following knowledge, skills and abilities (KSAs).
