About the Agency The Northern California Regional Intelligence Center (NCRIC) and Northern California High Intensity Drug Trafficking Area (NC HIDTA) is seeking a Lead Intelligence Analyst. The fusion center is located at the Phillip Burton Federal Building, 450 Golden Gate Avenue, San Francisco, CA. The hours of service are Monday through Friday, 7:00 a.m. – 6:00 p.m., and personnel may work four 10‑hour days per week. The Position Under general supervision, the Lead Intelligence Analyst will guide and oversee a team of Intelligence Analysts. The Lead Analyst will assist in developing and implementing program and administrative goals, ensure compliance with department policies and procedures, and perform a variety of intelligence‑analysis duties. These duties include producing threat and vulnerability assessments, strategic and tactical reports, link chart products, and supporting investigations of terrorism, drug trafficking, cybersecurity, firearms trafficking, major crimes, money laundering, gangs, human trafficking, violent crimes, digital exploitation, serial crime events, and providing support during emergency, planned special, training, and exercise events. Ideal Candidate Possesses basic supervisory principles and practices, employee training and development, and the dynamics of goal setting and achievement. Takes initiative on projects, provides leadership, and promotes teamwork. Coordinates individual and group efforts and works well with the public, including making comprehensive oral presentations. Uses an analytical thought process to evaluate criminal intelligence information and develop criteria for its reliability. Works independently and in a team setting. Prepares complex and detailed written reports and communicates effectively both orally and in writing. Has knowledge of research, collection, compilation, sorting, evaluation, and analysis of intelligence and crime information. Is knowledgeable in developing and processing the intelligence cycle. Has a strong computer background, including proficiency in Microsoft Office Suite, GIS mapping, statistical analysis, and database applications. Desirable Certifications and Training It is highly desirable that applicants possess three years of experience working in crime analysis and/or intelligence fields and have completed at least one of the following programs: California State University, Crime, and Intelligence Analysis Certificate International Association of Crime Analysts – Certified Law Enforcement Analyst (CLEA) Program Federal Bureau of Investigations Center for Intelligence Training U.S. Department of Homeland Security, Intelligence Training Academy, Basic Intelligence and Threat Analysis Course (BITAC) Drug Enforcement Administration – Federal Law Enforcement Analyst Training (FLEAT) Food Enforcement Administration – Basic Intelligence Research Specialist (BIRS) Training Federal Law Enforcement Training Center’s Intelligence Analyst Training Program (FLETC) International Association of Law Enforcement Intelligence Analysts – Foundations of Intelligence Analysis Training (FIAT) SANS, GIAC certification, or similar Information Security or Cybersecurity Basics Training National Computer Forensics Institute, Basic Investigation of Computer and Electronic Crimes Naval Postgraduate School & U.S. DHS Center for Homeland Defense and Security Crime Prevention Through Environmental Design (CPTED) Certification International Association of Emergency Managers (IAEM) Associate or Certified Emergency Manager Certification TEEX Infrastructure Protection Certificate FEMA, Emergency Management Institute, NIMS/ICS Training Education and Experience Any combination of education and experience that would likely provide the required knowledge, skills, and abilities is qualifying. A typical qualification path includes a Bachelor’s degree in Behavioral Science, Statistics, Mathematics, Quantitative Analysis, Information Management, Criminal Justice, or a related field; and three years of experience involving crime data collection, statistical research and analysis, and work with criminal intelligence automated systems design and implementation. Licensure/Certification The applicant must possess or acquire a valid certification in Crime and Intelligence Analysis within twelve months of appointment, or an equivalent training certification that demonstrates qualifications meeting or exceeding the competencies identified in the Global Justice Information Sharing Initiative, Law Enforcement Analytic Standards Booklet, 2nd Edition, and the Common Competencies of Intelligence Analysts, 1st Edition. Other Requirements Successful completion of a thorough law‑enforcement background investigation clearance is required prior to appointment, and a National Security Clearance must be obtained within the first eighteen months of employment. Both the background investigation and the National Security Clearance mandate successful completion of a polygraph examination.
