Position: Organizational Change Management (OCM) Gap Analysis Lead

Department: South Carolina Department of Health and Human Services (SCDHHS)

Location: Columbia, SC (Hybrid - Typically Tues-Thurs)

Duration: Long Term

Client: State of South Carolina

Job Description: Project Overview: Provide OCM services within DASH to support integration/modernization of MMIS components by documenting As-Is and To-Be processes, performing gap analysis, supporting requirements/design sessions, and developing a comprehensive OCM plan (readiness, communications, training, coaching, resistance/acceptance).

Project Type: Organizational Change Management (OCM) services supporting Medicaid/MMIS modernization and system integration initiatives under the DASH program.

Labor Category: Intermediate Consultant

Experience Required: Minimum 68 years in operational analysis, readiness planning, or change impact analysis

Education: Bachelors degree required

Leads gap analysis, readiness tracking, and resolution planning.

Key Responsibilities:

Perform gap analysis of legal, procedural, and organizational barriers
Develop scoring methodology and recommendations report
Maintain Master Readiness Tracking Tool
Facilitate BPA reviews and resolution sessions
Develop resolution plans for significant operational gaps

Preferred: Healthcare regulatory knowledge; experience with state government process change initiatives
