Outreach Program Manager

Provides guidance for program planning, implementation, and evaluation, and/or supervises outreach staff. Monitors budget and appropriate funding for programming. Promotes stable and productive relationships between the university and community. Strives to expand and ensure access to programs, facilities, and educational services to diverse audiences.

The Outreach Program Manager in the Center for Continuing Education manages the operation and ongoing development of credit and non-credit programming in response to identified community needs and in support of the mission of the University of Wisconsin-Superior. This role will be responsible for identifying, planning, developing, and evaluating educational programs. The Outreach Program Manager amends programmatic directions to enhance and/or update established curriculum. This position facilitates the development and delivery of high-quality educational programs and courses so learners of all ages can reach their personal and professional goals. This position will report to the Director of the Center for Continuing Education. Has supervisory authority of at least 1.0 FTE employee.

This position pays specific attention to the following programs and initiatives: credit course offerings for high school students, professional development programs (topics identified by community needs), programs geared toward those 55 years of age and older, and new program development in a variety of areas.

Key Job Responsibilities:

• Reviews recommendations for and provides input on the design and development of new outreach programs or services
• Determines outreach program needs and the personnel resource allocation plan
• May exercise supervisory authority, including hiring, transferring, suspending, promoting, managing conduct and performance, discharging, assigning, rewarding, disciplining, and/or approving hours worked of at least 2.0 FTE or equivalent employees
• Supervises the implementation of outreach-program-focused strategic planning initiatives and objectives
• Develops and implements operating policies and procedures to promote the outreach program in alignment with the strategic plan
• Monitors the unit or program budget and approves program expenditures

Knowledge, Skills and Abilities:

• Knowledge of adult learner concepts and practices.
• Knowledge of sound instructional design practices (for both face-to-face and distance learning settings).
• Knowledge of best educational practices for a variety of diverse learners.
• Knowledge of continuous performance enhancement practices to improve program quality and responsiveness.
• Knowledge of principles of budget development, including course pricing.
• Demonstrated skill in financial management.
• Skill in proficient use of standard office equipment, presentation technology, and Microsoft Office Suite.
• Ability to lead and develop professional staff in support of individual and institutional goals.
• Ability to develop and execute strategic plans and innovative solutions that support program and institutional goals.
• Ability to establish, foster, and maintain long-lasting, beneficial relationships with community members and other constituents.
• Ability to communicate effectively with a diverse campus population.
• Ability to work with a variety of underserved and underrepresented populations.
• Ability to demonstrate good judgment and analysis in decision-making and problem-solving.
• Ability to participate in evening, weekend and travel commitments as necessary and actively represent the Department in the community and at professional association meetings.
• Ability to travel throughout Wisconsin and adjacent states.
• Ability to commit to the highest level of professionalism, ethical standards, confidentiality and sensitivity to information and records.
• Ability to effectively plan, organize and direct assigned programs and operations.
• Ability to drive a vehicle for the purpose of conducting university business and meet the criteria for operation of state-owned-vehicles – Policy 615
• Ability to work early mornings, evenings or weekends, with overnight travel as needed.

Required Qualifications:

• Bachelor's degree from an accredited institution
• Two plus years' work experience managing educational outreach activities
• Valid driver's license

Desirable Qualifications:

• Master's degree from an accredited institution
• Experience supervising staff and/or the work of staff within a unit
• Working knowledge of the communities and their educational needs within the Twin Ports and surrounding rural areas, especially Northwest Wisconsin
• Experience in program promotion and copy writing
• Experience in instructional design and best pedagogy practices for a variety of learners

Compensation & Benefits: Salary range for this position is: $59,000 - $66,000 annually. This position offers a comprehensive benefits package, including generous paid time off, competitively priced health/dental/vision/life insurance, tax-advantaged savings accounts, and participation in the nationally recognized Wisconsin Retirement System (WRS) pension fund.
