In this key position, you'll lead and manage our comprehensive risk management program, overseeing liability and property claims while collaborating with insurers to ensure our projects are safeguarded. As the subject-matter expert, you'll provide vital guidance to department leaders and staff on risk management strategies and on crafting and revising policies that protect our community. Proactively manages, directs, and organizes the City’s risk management programs encompassing the management of liability and property claims, the safety and loss control program, workers’ compensation program, and management of the Citty’s insurance programs Reviews City contracts for insurance and indemnity compliance and recommends or approves additions or changes to the City’s standard contract insurance requirements Manages the investigation and adjudication of a wide range of claims filed against the City, including but not limited to liability, auto, and property loss and coordinates claims with the appropriate third-party administrators Administers the City’s safety and loss prevention programs including data analysis and proactive safety programs and activities, safety inspections, hazard mitigation, safety training, and compliance with applicable local, state, and Federal laws Manages daily case activities for workers’ compensation claims and investigates, tracks, reports and coordinates claims to the appropriate third-party administrators, identifying causes and implementing necessary preventive measures Builds and promotes organizational safety awareness and understanding of safety and occupational health, conducts safety team meetings and coordinates team activities, identifies needs and recommends implementation strategies for employee training on health and safety risks and prevention, and manages the ergonomics program Designs and implements objectives, strategies, policies, and procedures for a comprehensive risk management program; identifies and evaluates controls that minimize the City’s exposure to potential loss or liability Researches, analyzes, and provides statistical data on risk management trends, losses, claim frequency and severity, and potential liability for departments and staff Confers with members of departments and staff of other governmental agencies on matters related to risk management; facilitates the resolution of risk mitigation, and makes presentations to departments or City Council as necessary Establishes short and long-range divisional priorities, goals and objectives Reviews and evaluates existing risk management work activities, methods, and procedures and amends as necessary; implements best practices; and develops and monitors key performance measurements Coordinates with Human Resources Leadership in preparing the annual budget and closely monitors assigned budgets throughout the year. Performs other duties assigned Exercises direct supervision over assigned staff Prepares timely performance evaluations that clearly define expectations Documents performance highlights and provides regular coaching and accurate feedback to employees; establishes performance standards and controls Develop recommendations regarding selection, hiring, training, evaluating, and disciplining assigned employees Mentors staff and identifies training opportunities to maximize performance Monitors training outcomes based on established training standards and requirements Performs supervisory activities including instructing, assigning, and reviewing work; maintaining standards, allocating personnel, acting on employee problems, selecting new employees; and implementing discipline, termination, and evaluation procedures Minimum Qualifications A bachelor’s degree in business administration or management, the social sciences, public administration, or other related program; and Four (4) years of progressively responsible experience in managing risk management functions, that includes at least two (2) years of work experience in a lead or supervisory role; or An associate degree in business administration or management, the social sciences, public administration, or other related program; and Six (6) years of progressively responsible experience in managing risk management functions, that includes at least two (2) years of work experience in a lead or supervisory role; or A high school diploma or equivalent and (8) eight years of progressively responsible experience in managing risk management functions, that includes at least two (2) years of work experience in a lead or supervisory role Associate in risk management (ARM), Chartered Property Causality Underwriter (CPCU), or Certified Safety Professional (CSP) certification is preferred but not required Knowledge, Skills, and Abilities Knowledge of: Current theories, principles, techniques, and practices of developing and administering risk management programs Principles and practices of safety, security, and other loss control/loss prevention methodsBudgeting procedures, budget monitoring, and cost control methods Federal, state, and local laws and regulations pertaining to risk management Best practices in training adult learners Current principles and practices of contract review and contractual insurance requirements. Required safety documentation, including but not limited to Material Safety Data Sheets (MSDS) and Hazardous Materials operations Skills in Critical thinking and analytical skills to identify problems and propose solutions Exercising professional judgment regularly applied to complex and sensitive risk management issues Analyzing problems, identifying alternative solutions, and implementing recommendations in support of organizational goals Ability to: Create a positive and supportive work environment that enforces a safe workplace; establishes a culture of teamwork and communication; creates a workplace that promotes the organizational values of workplace belonging and inclusion; and actively promotes an environment respectful of living and working in a multicultural society Supervise, train, and evaluate assigned staff Prepare professional policies and documents conforming to regulatory standards Communicate and present complex information or ideas orally and in writing to a wide variety of audiences including elected officials, Department directors, labor representatives, employees, and community members Exercise tact and diplomacy in dealing with sensitive, complex, and confidential risk management issues Ability to react quickly and calmly in dangerous and emergency situations Attend to details and effectively manage claims Equipment Used, Work Environment and Physical Activities Driving : May need or have ability to drive a city or personal vehicle in the normal course of business or arrange for timely transportation to offsite locations. Office Equipment : Daily use of computer, keyboard, copier, scanner, printer, calculator, phone (desk and cell). Daily use of software programs including Microsoft Office Suite, Outlook, Word, Excel. Other Equipment : None Physical Activities : Sits for long periods of time; light physical activity that may include walking, sitting, standing, stooping, bending, reaching, lifting and carrying Lifting : Ability to lift, carry, and exert up to 25 pounds Vision and Hearing : Must have visual acuity to see and read paper and electronic documents. Must be able to answer telephones, communicate conversation and respond to verbal inquiries Exposure to Environmental Conditions : Position generally works in an office setting with overhead lighting and long periods of screen time. May be exposed to extreme heat, cold, dry, wet, odors, smoke, loud noises, vibrations, dust or intense light Schedule : Position generally scheduled Monday - Friday; occasionally weekend work.
