Project Manager Roles and Responsibilities

Project: Artificial Intelligence (AI) Testing, Evaluation, Validation, and Deployment Readiness Services

Project Location: Falls Church Virginia (3 days onsite)

The Project Manager will serve as the primary contractor point of contact responsible for managing day-to-day contract operations, ensuring successful execution of AI testing, evaluation, validation, and deployment readiness activities. The Project Manager will oversee technical teams, coordinate with Government stakeholders, manage deliverables, monitor performance, and ensure compliance with contractual, security, and quality requirements.

• Serve as the primary interface between the contractor team and EOIR Government stakeholders.
• Manage overall contract execution, ensuring all requirements are delivered within scope, schedule, and budget.
• Develop, maintain, and execute the Task Order Management Plan.
• Establish project governance processes, management controls, risk management procedures, and quality assurance activities.
• Ensure successful contract transition activities, including transition-in and transition-out planning.
• Provide leadership and oversight for all contractor personnel assigned to the effort.

• Manage, coordinate, and supervise contractor personnel supporting AI testing and evaluation activities.
• Ensure adequate staffing levels and continuity of personnel throughout contract performance.
• Assign work activities, track task completion, and ensure deliverables meet Government expectations.
• Ensure personnel maintain required professional certifications and qualifications.
• Serve as escalation point for project issues, resource constraints, and operational risks.

• Provide management oversight for AI testing, evaluation, validation, and deployment readiness activities.
• Coordinate execution of:
  • AI test and evaluation plans
  • Performance assessments
  • Adversarial testing/red team activities
  • Independent Verification and Validation (IV&V)
  • Deployment readiness assessments
  • Monitoring and performance recommendations
• Ensure testing activities are repeatable, measurable, documented, and supported by evidence.

• Oversee development and submission of all contract deliverables, including:
  • Task Order Management Plan
  • Transition-In Plan
  • Transition-Out Plan
  • Monthly Contract Status Reports
  • AI Testing and Evaluation Reports
  • Red Team Assessment Reports
  • IV&V Reports
  • Deployment Readiness Assessments
  • Monitoring Recommendations Reports
• Ensure deliverables are accurate, complete, timely, and compliant with Government requirements.
• Conduct status reviews with Government stakeholders and provide project updates.

• Maintain regular communication with the Contracting Officer (CO), Contracting Officer Representative (COR), and Government Task Monitor (GTM).
• Participate in post-award meetings and periodic progress reviews.
• Provide recommendations, identify risks, and support Government decision-making.
• Coordinate meetings, briefings, and executive-level updates as required.

• Implement and maintain the contractor Quality Control Program.
• Ensure adherence to approved quality processes and corrective action procedures.
• Monitor project performance metrics and identify opportunities for improvement.
• Ensure all services comply with DOJ, EOIR, NIST, and Federal security requirements.

• Ensure contractor personnel comply with:
  • Public Trust security clearance requirements
  • DOJ security policies
  • Data protection requirements
  • Cybersecurity and privacy requirements
  • Approved AI governance processes
• Ensure contractor activities are performed within Government-approved environments.
• Coordinate compliance with NIST AI Risk Management Framework (AI RMF), FISMA, and applicable DOJ security requirements.

• Support development and maintenance of the contractor telework plan.
• Track telework activities, assignments, and reporting requirements.
• Provide monthly telework status reporting to Government stakeholders.
• Ensure operational continuity during routine operations, emergency situations, or Government-directed closures.
