Duties

Help

The Management Analyst is responsible for managing HR programs related to staffing, classification, employee and labor relations, workforce development, and equal employment opportunity.

In this position, you will:

• Conduct workforce planning and organizational assessments by analyzing staffing levels, position management, workload allocation, and competency needs, and recommends strategies to optimize workforce performance and achieve program goals.
• Provide HR advisory services to managers and employees on staffing, recruitment, classification, employee relations, performance management, compensation, and employee development.
• Provide strategic HR policy and program support by advising leadership on personnel policies, procedures, and workforce management matters.
• Serve as the technical expert for HR information systems, overseeing data maintenance, reporting, and electronic processes while providing user support and guidance.

Qualifications

Experience: You qualify for this position if you have one year of specialized experience equivalent to at least the GS-07 level in the Federal Service. For this position, specialized experience is defined as supporting the implementation and integration of an enterprise-wide Human Resource Management System (HRMS), analyzing administrative policies and operational issues, and assisting with planning, coordination, leadership support, and management oversight activities.

Education:

Ph.D. or equivalent doctoral degree

OR

3 full years of progressively higher-level graduate education leading to such a degree

OR

LL.M., if related
