Emergency Management Coordinator – Fire Dept. Location: City of Boerne, Texas Salary Range: $77,022.40 – $96,262.40 DOE annually Job Description This is a new position for the City of Boerne and represents an important investment in preparedness, resilience, and organizational excellence. The Emergency Management Coordinator will help build the systems, relationships, plans, training, and internal readiness needed to protect the community, support employees, and sustain essential services during emergencies. The Emergency Management Coordinator is responsible for planning, coordinating, and strengthening the City’s all‑hazards emergency management program. The position supports emergency preparedness, response, recovery, mitigation, continuity of operations, EOC readiness, training and exercises, public education, documentation, grants, and cost recovery. The position also supports the City’s broader risk management efforts by helping departments identify operational vulnerabilities, strengthen continuity planning, improve emergency readiness, and coordinate mitigation strategies in partnership with department leadership. The coordinator reports directly to the Fire Chief and collaborates closely with all Directors, department heads, outside agencies, and community stakeholders to enhance preparedness, resilience, and risk awareness across the organization. In emergency management matters, the coordinator works in close coordination with the City Manager’s Office, Fire Chief, Police Chief, department directors, Kendall County, and regional, state, and federal partners. Key Responsibilities Initial Priorities Assess the City’s current emergency management readiness, plans, training, EOC capabilities, and interdepartmental coordination practices. Update the City’s Emergency Operations Plan and Priority Annexes or Emergency Support Functions. Develop a practical citywide Continuity of Operations framework with department-level participation. Establish EOC readiness standards, including equipment, procedures, position guides, contact lists, and activation protocols. Create an annual training and exercise calendar, including tabletop, functional, and full‑scale exercise opportunities as appropriate. Strengthen incident documentation, WebEOC usage, grant documentation, and cost recovery readiness. Clarify department-level emergency roles, responsibilities, and expectations. Your Day-to-Day Emergency Management Develop, update, and maintain the City’s Emergency Operations Plan (EOP), hazard‑specific annexes/Emergency Support Functions (ESF), Continuity of Operations Plan (COOP), and related procedures in accordance with federal and state requirements, City objectives, and accepted emergency management practices. Maintain City emergency management plans and coordinate with Kendall County and regional partners on applicable joint plans, mutual aid agreements, interlocal agreements, and regional emergency management efforts. Coordinate preparedness, response, recovery, and mitigation activities across departments and partner agencies, including conducting emergency management surveys and analyses and evaluating existing and potential hazards to life and property within the City. Prepare briefings and recommendations for City leadership, elected officials, department directors, and partner agencies regarding emergency management issues, readiness gaps, and recommended mitigation strategies. Serve as a key coordinator for the Emergency Operations Center (EOC), including activation support, operations support, demobilization, documentation, position guides, equipment readiness, contact lists, and after‑action improvement tracking. Plan, coordinate, and deliver emergency management training and exercises, including tabletop, functional, and full‑scale exercises, for staff and partners. Develop community warning tools, notification systems, policies, procedures, and training programs for the effective and efficient dissemination of emergency information. Conduct hazard and vulnerability assessments to identify community risks, including natural, technological, and human‑caused hazards. Develop and disseminate public education and outreach materials on emergency preparedness and resilience in coordination with the Communications Department. Coordinate with local, regional, state, and federal agencies, including emergency services, public health, law enforcement, VOADs, NGOs, and mutual aid partners, to align plans and capabilities. Coordinate weather briefings and situational awareness updates for City leadership, relevant departments, and external stakeholders when current or forecasted conditions may affect public safety, continuity of operations, infrastructure, or City services. Maintain documentation and records required for grants, cost recovery, after‑action reporting, FEMA or state reimbursement, and regulatory compliance. Planning, Coordination & Administration Facilitate cross‑departmental planning efforts related to emergency management, resilience, continuity of operations, safety, and operational risk. Prepare and manage program budgets and pursue grant opportunities related to emergency management, mitigation, safety, and resilience. Maintain up‑to‑date resource inventories, contact lists, mutual aid agreements, interlocal agreements, and MOUs. Develop and maintain policies and procedures that support compliance with applicable regulations, standards, and best practices, including NIMS/ICS, state emergency management guidance, City policy, and applicable safety requirements. Prepare and present reports, briefings, and recommendations to the Fire Chief, HR Director, executive leadership, and governing bodies as requested. Partner with HR, Legal, Finance, IT, Communications, Utilities, Public Works, Police, and other departments to strengthen internal preparedness, incident documentation, employee safety, continuity planning, and post‑incident improvement processes. Response and On‑Call Duties Support emergency response operations, which may include serving in the EOC or incident command structure, depending on qualifications, organizational needs, and assignment. Be available for after‑hours response, on‑call duty, and extended work hours during emergencies, disasters, weather events, planned exercises, or special events as assigned. Other Duties Perform related duties as assigned by the Fire Chief and consistent with the citywide emergency management and resilience responsibilities of the position. Represent the City or participate in internal and external committees as assigned, which may include the City of Boerne Safety Committee, Traffic Safety Committee, AACOG REPAC, SCEMA, STRAC, and other committees relevant to emergency management, safety, resilience, and professional development. What You Will Need to Succeed Knowledge of Principles and practices of comprehensive emergency management, including mitigation, preparedness, response, and recovery. Incident Command System (ICS), National Incident Management System (NIMS), and local EOC operations. Hazard identification, risk assessment, threat and hazard identification, vulnerability analysis, and mitigation methods. Fundamentals of continuity of operations planning, workplace safety, loss control, and organizational resilience. Local, state, and federal emergency management laws, regulations, standards, guidance, and funding requirements. Grant management principles, including application development, reporting, documentation, reimbursement, and compliance. Exercise design and evaluation, including tabletop, functional, and full‑scale exercises. Continuity of operations planning and the ability to guide departments through practical COOP development. WebEOC or similar incident management platforms. Organizational risk management principles and how emergency management intersects with safety, liability, infrastructure, continuity, technology, public communication, and service delivery risk. Hazard mitigation planning and implementation of mitigation actions. Skill in Developing and updating emergency plans, procedures, job aids, position guides, and operational checklists. Facilitating training, drills, and exercises; strong presentation and facilitation skills. Conducting hazard and risk assessments and translating findings into actionable plans. Organizing multiple projects, deadlines, and stakeholders simultaneously. Maintaining confidentiality of sensitive, protected, and security‑related information in accordance with City policy and applicable law. Communicating clearly and effectively, both verbally and in writing, including preparing clear and concise reports, briefings, procedures, and after‑action documentation. Using office software and emergency management tools, including MS Office, incident management platforms, and GIS or mapping tools preferred. Ability to Establish and maintain effective working relationships with staff, volunteers, elected officials, partner agencies, and the public. Communicate clearly and professionally, both orally and in writing. Work calmly and effectively under pressure and during emergencies. Exercise sound judgment, discretion, and initiative. Work independently with minimal supervision, while also functioning effectively in team, EOC, and command structures. Build trust and cooperation across departments without direct supervisory authority. Translate complex emergency management concepts into practical guidance for employees, elected officials, partner agencies, and the public. Working Conditions Work is typically performed in an office environment with frequent meetings in other City facilities and in the community. Duties may require occasional field work, site visits, and attendance at evening or weekend meetings, trainings, and events. During emergencies, disasters, weather events, incidents, or exercises, work hours may be extended, including nights, weekends, and holidays, and may involve work in challenging conditions such as outdoor environments, EOC operations, or incident support settings. Physical Requirements Ability to sit, stand, walk, and use standard office equipment for extended periods. Ability to lift and carry materials and equipment up to 35 pounds occasionally. Qualifications Educational Background and Certifications & Licenses Required: Bachelor’s degree in emergency management, Public Administration, Risk Management, Occupational Safety, Homeland Security, or related field; OR an equivalent combination of education, training, and relevant experience, as approved by the Fire Chief. Minimum of eight (8) years of progressively responsible experience in emergency management, public safety, local government operations, risk management, occupational safety, continuity planning, or a closely related field. Experience working with or within local government, fire, EMS, law enforcement, public works, utilities, emergency management, or regional response systems is preferred. FEMA/NIMS training (ICS‑100, ICS‑200, IS‑700, IS‑800) is required within a specified period if not already obtained. Advanced ICS (ICS‑300/400) and professional emergency management certification, such as CEM or state‑level certification, preferred. Valid driver’s license and acceptable driving record. Ability to obtain required City, state, or FEMA training within established timeframes.
