Role and Responsibilities The Community Association & Metro District Manager is responsible for the strategic management and oversight of a portfolio of Colorado homeowners associations and/or Metropolitan Districts (Title 32 Special Districts). At RowCal, the Community Manager serves as the relationship leader for each assigned client. This role acts as the primary liaison between the Board of Directors, homeowners, public officials, district professionals, and RowCals internal divisions. For Metro Districts, this role also ensures statutory compliance, financial transparency, and proper administration of public infrastructure and district governance. Core Responsibilities Relationship & Governance Leadership Serve as the primary point of contact for the Board of Directors. Establish and maintain strong, professional relationships with Board members, homeowners, vendors, district counsel, engineers, accountants, and public officials. Prepare for, attend, and administer all Board and Annual Meetings. Draft agendas, board packets, meeting minutes, and statutory notices. Ensure compliance with governing documents, policies, and Board direction. Respond to and resolve homeowner escalations and Board concerns. Maintain and update the management plan in CINC Systems and SharePoint. Colorado Metro District Governance & Compliance For assigned Metropolitan Districts (Title 32): Ensure compliance with Colorado Revised Statutes Title 32 (Special District Act). Coordinate statutory filings and reporting requirements, including: Annual Transparency Notice (ATN) Website compliance and public posting requirements DOLA filings and required state reporting Ensure compliance with Colorado Open Meetings Law Colorado Open Records Act (CORA) TABOR requirements Coordinate mill levy certifications with county officials. Support district elections in partnership with legal counsel and designated election officials. Maintain director term tracking and required conflict-of-interest disclosures. Coordinate annual budget hearings and public adoption process. Update and maintain the management plan in CINC Systems as necessary with board meetings, site inspections, vendor meetings, maintenance calendar, WebAxis Calendar, community events, vendor service dates, etc. Drafting and execution of all association communications including statutory notices, newsletters in coordination with the Board/committee, emergency notifications, email blasts, text blasts, etc. Other duties as assigned. Financial Oversight & Public Finance Administration Approve invoices in accordance with association or district budgets and Board directions. Review monthly financial statements for accuracy, including: Balance sheet Income statement Delinquency reports Cash disbursements Monitor property tax revenues and mill levy collections. Review debt service schedules and bond repayment obligations. Coordinate with district accountant and bond counsel as needed. Ensure required audits and financial transparency postings are completed. Assist in preparation and drafting of annual operating and reserve budgets. Monitor vendor and owner delinquency trends and coordinate collections processes. Infrastructure & Vendor Oversight Oversee vendor performance across the portfolio. Review and negotiate service contracts including landscaping, snow removal, utilities, trash, pest control, and other services. Conduct regular site visits to monitor community and district assets. Oversee public infrastructure such as roads, drainage systems, detention ponds, parks, and lighting. Coordinate municipally required inspections (fire/life safety, backflow, stormwater, etc.). Support capital planning and bond-funded infrastructure projects. Coordinate with engineers, developers, and municipalities during build-out or transition phases. Partner with RowCal Construction & Maintenance (RCM) on capital improvement projects. Daily Minimum Approval of all invoices for payment in accordance with association budget and board direction. Review and execution of action items. Review and return of voicemails and emails. Weekly Minimum Provide feedback to division Director on all RowCal supporting divisions. Review and process violations and ACC requests. Check on hold invoice status. Review and addressal of all past-due action items. Monthly Minimum Review for knowledge and accuracy of prepared financial statements including balance sheet, income statement, delinquency report, and #J-18808-Ljbffr
