About the Directorate The Contracts & Supply Management directorate oversees major Postal Service contracting efforts to determine if costs, operations, and risks are being effectively and efficiently controlled by current policies, initiatives, and practices. The directorate leverages data‑driven insights and advanced techniques to issue audit reports about contracting, purchasing, and supply management programs. To learn more about what we do, visit: Office of Audit | About Us About the Position You will manage staff performing audits and reviews related to Postal Service programs and operations. This includes audit planning, research, project engagement, reporting, and evaluating internal controls, compliance, and risks. Key Responsibilities Direct audit projects to ensure compliance with OIG policies and Generally Accepted Government Auditing Standards. Plan and oversee audit scope, methodology, research, data analysis, and field work execution to ensure sufficient, relevant, and reliable evidence. Conduct and oversee research on complex audit issues involving major uncertainties in approach or interpretation. Review, write and edit, and communicate audit findings and reports to management. Prepare audit project records, data, and status reports. Assist in evaluating overall audit results and identifying solutions to complex audit challenges. Identify unique issues where no policy exists and recommend innovative actions. Leadership & Management Duties Manage day‑to‑day work of staff, including scheduling, assigning projects, and ensuring continuous progress toward goals. Provide advisory services and authoritative policy interpretations in audit‑related areas. Counsel, develop, and guide subordinate staff to meet audit objectives and strengthen data and audit capabilities. Facilitate meetings to bring shared understanding of job objectives, roles, and report messages. Exercise sound business acumen in building a workforce aligned with organizational goals, operating needs, and budget considerations. Lead equitable recruitment, selection, training, awards, and assignments under the Equal Opportunity Program. Stakeholder Engagement Present oral briefings to Postal Service and external management officials. Represent the OIG in meetings with USPS leaders, other agencies, vendors, and external organizations. Negotiate agreements, advocate audit recommendations, and influence approval and implementation of agency‑wide solutions and plans. Assist in implementing agency‑wide program goals, assessing performance measures, and recommending program improvements. Evaluation Factors | How you will be evaluated: You must have the experience, knowledge, and skills as listed in each of the evaluation factors listed below. Include your major accomplishments relevant to the position requirements and factors in your resume. Mastery of auditing theory, concepts, principles, and practices to conduct complex assignments involving interfaces and inter‑relationships between and among programs, systems, functions, policies, and various issues. Knowledge of the OIG (or similar organization), mission, operations, and relationship of audit functions to agency management. Skill in planning work to be accomplished by subordinates; setting priorities; evaluating performance; giving advice, counsel, and instructions; effecting minor disciplinary actions; and identifying developmental and training needs. Skill in defining complex audit problems, analyzing alternatives, and recommending solutions. Ability to clearly and concisely present ideas in writing and in oral briefings. USPS OIG is an Excepted Service agency and uses a Pay Banding system equivalent to the Federal GS scale. This position is at the Manager Band level, equivalent to a GS‑14. Salary range for this position is $146,765.00 - $193,790.00, including locality pay. USPS OIG employees are eligible for the Postal Service Health Benefits (PSHB) Program. Three‑tiered retirement benefits plan under the Federal Employee Retirement System (FERS), including Thrift Savings Plan (TSP), Basic Benefit Plan, and Social Security.
