Sr Business Analyst

Job TitleKey ResponsibilitiesWork with State of Texas business and program stakeholders to gather, analyze, and document business requirements, functional requirements, and use cases for new and existing systems.Facilitate requirements workshops, interviews, and JAD sessions with program staff, SMEs, and technical teams, ensuring clear understanding and traceability of requirements throughout the project lifecycle.Analyze current-state business processes, workflows, and data flows; identify gaps, inefficiencies, and opportunities for process reengineering or automation in alignment with agency goals.Develop and maintain artifacts such as business requirements documents (BRDs), functional specifications, user stories, process flow diagrams, data dictionaries, and traceability matrices in accordance with State of Texas standards.Collaborate with architects, developers, testers, and project managers to translate business needs into solution designs, acceptance criteria, and testable requirements.Participate in or lead the development and review of test plans, test cases, and UAT scripts; support and coordinate user acceptance testing and defect resolution with agency stakeholders.Monitor and manage requirements changes, impacts, and dependencies; assist in scope control and change request analysis for State projects.Provide ongoing production support analysis by troubleshooting issues, documenting root causes, and recommending enhancements or corrections in collaboration with IT and business teams.Ensure compliance with applicable State of Texas policies, standards, accessibility requirements, security guidelines, and documentation practices.Prepare and deliver clear status reports, presentations, and documentation to project leadership, program management, and other State stakeholders as required.Required QualificationsBachelor’s degree in Business, Information Systems, Computer Science, or a related field, or equivalent work experience as a Business Analyst.4–7 years of recent experience as a Business Analyst on IT or business transformation projects, preferably supporting state government or public sector clients.Hands-on experience with requirements elicitation, business process modeling, and documentation using standard BA methodologies and tools.Demonstrated experience working across the software development lifecycle (waterfall, agile, or hybrid), including requirements, design, testing, and implementation phases.Strong ability to translate business needs into clear, concise, and testable requirements and user stories for technical teams.Excellent communication, facilitation, and stakeholder management skills, with the ability to work effectively with both technical and non-technical audiences.
