Supply Chain - Subcontract Management Sr Buyer - Skunk Works - Level 3

Role Summary As Subcontract Administrator – a Buyer for ADP – Skunk Works within the Global Supply Chain Management Team, you will oversee complex build‑to‑print subcontracts for DoD programs. Key Responsibilities Manage supplier cost, schedule, and technical performance on complex build-to-print subcontracts for DoD programs. Hold procurement delegation and sign supplier agreements and purchase orders within established authority. Lead the development of subcontract specifications, work statements, and terms and conditions for procurement of specialized materials, equipment, and services for subcontract systems in support of development, production, and global sustainment primes with multiple contract types. Prepare bid packages, conduct bidders’ conferences, develop evaluation criteria, analyze and evaluate proposals, negotiate subcontract provisions including price; select or recommend subcontractors, write subcontract packages, prepare awards, and administer resulting subcontracts and required change activity. Supply chain experience. Ability to obtain U.S. Secret Security Clearance. Desired Skills Experience establishing relationships with suppliers and managing continuously improved supplier performance. Knowledge of standard acquisition policies and procedures. Experience managing subcontracts. Ability to be flexible, manage change, and learn/grow in LM procedures and policies. Proficient computer skills including MS Word, Excel, and PowerPoint. Requirement to be on‑site 50% or more (2 days). Security Clearance Requires a government security clearance; the position requires a U.S. citizen. Clearance level: Secret.
