Finance Director

The City of Granite Shoals is seeking a hands‑on and detail‑oriented Finance Director to manage the City’s day‑to‑day financial operations while providing practical financial guidance to the City Manager and City Council. In this small‑city environment, the Finance Director performs both strategic and operational accounting functions, ensuring accurate records, regulatory compliance, sound financial practices, and responsive customer service. This position requires a working leader who is comfortable performing accounting tasks, problem‑solving independently, and supporting multiple departments. Essential Duties & Responsibilities (The following duties are representative and not all‑inclusive.) Hands‑On Financial Operations Perform and oversee daily accounting functions including accounts payable, accounts receivable, payroll coordination, utility billing oversight, cash receipts, and bank reconciliations. Maintain the general ledger and ensure accurate posting of all financial transactions. Prepare journal entries, monthly close activities, and routine financial reports. Budgeting & Financial Support Prepare and administer the annual operating budget with direct involvement in data collection, analysis, and documentation. Monitor departmental budgets and assist department heads with financial questions and compliance. Track expenditures and revenues and recommend budget adjustments. Reporting, Audits & Compliance Prepare monthly financial statements for management and City Council review. Coordinate preparation of the City’s Annual Comprehensive Financial Report (ACFR) and work closely with external auditors. Ensure compliance with GAAP, GASB, Texas Local Government Code, and grant requirements. Revenue, Cash & Utility Management Manage City revenues including property tax, sales tax, franchise fees, utility billing, and other fees. Oversee cash management, banking activities, and investments in accordance with City policy and state law. Assist with grant tracking, reporting, and reimbursement requests. Purchasing & Administrative Support Oversee purchasing and procurement functions to ensure compliance with Texas statutes and City policies. Assist with contract administration, risk management coordination, and internal controls. Leadership & Collaboration Supervise finance staff, if assigned, or provide functional oversight in a small‑team environment. Work closely with the City Manager, City Secretary, and department heads to support City operations. Attend City Council meetings and provide clear, practical financial explanations. Required Knowledge, Skills & Abilities Thorough knowledge of municipal finance, accounting, and budgeting practices. Strong understanding of Texas Local Government Code, GASB standards, and GAAP. Ability to analyze complex financial data and present information clearly to elected officials and staff. Proven leadership, organizational, and supervisory skills. High level of integrity, accuracy, and attention to detail. Strong written and verbal communication skills. Minimum Qualifications Bachelor’s degree in Finance, Accounting, Business Administration, Public Administration, or a related field. Minimum of 3–5 years of hands‑on experience in governmental or municipal accounting or finance. Demonstrated experience performing daily accounting functions, budget preparation, and financial reporting. Knowledge of GAAP and basic GASB standards. Proficiency with accounting software, spreadsheets, and financial reporting tools. Must be legally authorized to work in the United States and able to complete Form I‑9 as required by federal law. Preferred Qualifications Experience working in a small or mid‑sized municipality. CPA, CGFO, or progress toward certification. Familiarity with Texas municipal finance laws and reporting requirements. Experience with utility billing systems and audit coordination. Physical & Work Environment Requirements Work is primarily performed in an office environment. Requires occasional standing, walking, bending, and lifting of light materials (up to 25 pounds).
