The Director of Financial Planning & Analysis (FP&A) serves as a strategic business partner to the Chief Financial Officer and executive leadership team, leading the organization's enterprise-wide financial planning processes, including annual budgeting, forecasting, long-range financial planning, capital planning and allocation, and performance management. This roleis responsible fordeveloping sophisticated financial models,establishingkey performance indicators, and delivering actionable insights that support data-driven decision-making and organizational strategy. The Director collaborates closely with leaders across all departments to align financial resources with strategic priorities,optimizeperformance, and ensure long-term financial sustainability. Additionally, the position oversees executive reporting, board presentations, and continuous improvement initiatives that enhance financial processes, reporting capabilities, and analyticaleffectiveness.

Responsibilities
Financial Planning, Budgeting, and Forecasting:

• Lead the development, coordination, and administration of the Authority's annual operating and capital budgets.
• Establish and manage a robust forecasting process, including monthly and quarterly forecasts for revenue, operating expenses, capital expenditures, cash flow, and funding requirements.
• Develop andmaintainrolling forecasts and multi-year financial plans to support strategic decision-making.
• Lead the long-range financial planning process, including scenario analysis, sensitivity modeling, and strategic resource allocation.
• Partner with department leaders to align financial plans with organizationalobjectivesand operational priorities.
• Analyze financial performance against budget, forecast, and prior periods;identifytrends, risks, and opportunities.

Capital Planning and Resource Allocation:

• Lead the Authority's capital planning process, ensuring alignment between strategic priorities, financial capacity, and long-term infrastructure requirements.
• Develop financial models to evaluate capital investments, funding alternatives, and return on investment.
• Partner with internal stakeholders to prioritize capital initiatives and support capital allocation decisions.
• Monitor capital project performance, spending trends, and fundingutilization.
• Evaluate thefinancial impactof major initiatives, business cases, and strategic investments.

Financial Analysis and Modeling:

• Develop,maintain, and enhance complex financial models to support strategic initiatives, operational decisions, and long-term planning.
• Conduct financial analyses related to revenue growth, expense management, operational efficiency, and investment opportunities.
• Perform scenario planning, sensitivity analyses, and risk assessments to support executive decision-making.
• Identifyemerging trends and key business drivers thatimpactfinancial performance.
• Ensure consistency, accuracy, and transparency in financial assumptions, methodologies, and reporting processes.

Continuous Improvement:

• Lead cross-functional initiatives to streamline financial processes and enhance organizational performance.
• Foster a culture of continuous improvement by encouraging staff at all levels to contribute ideas for operational innovation.
• Implement best practices organization-wide, ensuring improvements are scalable and sustainable.

Staff Management:

• Lead and develop a high-performing FP&A team by providing coaching, mentorship, and professional development opportunities.
• Establish clear performance expectations and accountability measures for team members.
• Promote collaboration, innovation, and continuous learning within the department.
• Oversee workload prioritization and resource allocation to ensuretimelycompletion of deliverables.
• Encourage a customer-service mindset while supporting internal stakeholders across the organization.

Knowledge Base:

• Maintainexpertisein financial planning and analysis, budgeting, forecasting, capital planning, and performance management.
• Maintain knowledge of municipal finance, funding mechanisms, debt structures, and long-term financial sustainability practices.
• Stay current with Generally Accepted Accounting Principles (GAAP),financial managementsystems, business intelligence tools, and industry best practices.
• Maintain knowledge of data analytics, financial modeling techniques, and emerging technologies that enhance decision support capabilities.
• Apply leadership principles, project management methodologies, and organizational change management techniques effectively.

Typical Qualifications

• 10+ years of experience of financial planning and analysis, budgeting, forecasting, and long-range financial planning.
• Strong understanding of capital planning, investment analysis, and resource allocation methodologies.
• Knowledge of municipal finance, debt financing, and cash flow management principles.
• Expertise in financial modeling, business intelligence, and data visualization tools.
• Strong understanding of GAAP and financial reporting requirements.
• Knowledge of performance management frameworks and KPI development.
• Understanding of organizational leadership, staff supervision, and team management techniques.

Education

• Bachelor's degree in finance, accounting, economics, business administration, is required.
• Master of Business Administration (MBA) or related advanced degree is preferred.
• Professional certifications such as Certified Public Accountant (CPA), Certified Management Accountant (CMA), Chartered Financial Analyst (CFA), Certified Government Financial Manager (CGFM), or Financial Planning & Analysis Professional (FPAC) are highly desirable.
• Ongoing professional development in financial planning, analytics, leadership, and strategic finance is encouraged.
