Position Summary

Oasis Health Clinic is seeking an experienced and highly organized Human Resources Manager to establish, develop, and oversee the organization's human resources infrastructure as Oasis Health Clinic prepares for and transitions into full clinical operations.

This is a unique opportunity for an HR professional who understands the complexities of building the human resources function within a Federally Qualified Health Center (FQHC), community health center, nonprofit healthcare organization, or similar regulated healthcare environment.

The ideal candidate will have direct experience with FQHC operations and HRSA requirements and will be comfortable working in a startup or developing healthcare organization where policies, procedures, systems, workflows, and organizational structures are being established.

The position will initially be part-time and is expected to transition to full-time as Oasis Health Clinic becomes operational and staffing levels increase.

Essential Duties and Responsibilities

Human Resources Infrastructure & Startup Development

  • Develop and implement the HR infrastructure necessary to support Oasis Health Clinic's transition from startup to full clinical operations.
  • Establish standardized HR processes, workflows, forms, documentation, and recordkeeping systems.
  • Develop onboarding and offboarding processes for employees, providers, contractors, and other applicable personnel.
  • Establish and maintain personnel files and required employment documentation.
  • Develop employee orientation and onboarding programs appropriate for a healthcare and FQHC environment.
  • Assist leadership with workforce planning and organizational structure as the clinic expands.
  • Develop HR processes that are scalable as Oasis transitions from startup operations to a fully staffed healthcare organization.

HRSA & FQHC Compliance

  • Support organizational compliance with applicable HRSA Health Center Program requirements affecting workforce and human resources.
  • Maintain working knowledge of the HRSA Health Center Program Compliance Manual and applicable Site Visit Protocol requirements.
  • Assist leadership in preparing HR-related documentation for HRSA reviews, audits, operational site visits, and other compliance activities.
  • Maintain organized documentation demonstrating compliance with applicable personnel and workforce requirements.
  • Monitor changes in HRSA guidance and other applicable healthcare employment requirements and recommend appropriate policy or operational updates.
  • Work collaboratively with Administration, Compliance, Clinical Leadership, and the Board of Directors, as appropriate, to maintain HR-related compliance.

Policies & Procedures

  • Develop, review, implement, and maintain comprehensive human resources policies and procedures.
  • Establish and maintain an HR policy review schedule and ensure policies are updated as laws, regulations, organizational practices, and HRSA requirements change.
  • Coordinate HR policies requiring leadership and/or Board review and approval.
  • Maintain documentation of policy approvals, revisions, effective dates, and employee acknowledgments.
  • Ensure consistency between HR policies, employee handbooks, job descriptions, employment practices, and actual organizational procedures.

Recruitment & Workforce Development

  • Manage or coordinate recruitment for administrative, clinical, operational, and support positions.
  • Develop compliant job descriptions that clearly identify required education, experience, competencies, duties, and reporting relationships.
  • Coordinate job postings, applicant screening, interviews, reference checks, offers, and pre-employment requirements.
  • Partner with department leaders to identify staffing needs and develop appropriate recruitment strategies.
  • Develop standardized interview and candidate-selection processes.
  • Support workforce retention, succession planning, and employee development initiatives.

Employee Relations & Performance Management

  • Serve as a primary HR resource for employees and management regarding workplace concerns and employment matters.
  • Coach managers on employee relations, performance management, documentation, corrective action, and conflict resolution.
  • Develop standardized performance evaluation and employee coaching processes.
  • Conduct or coordinate workplace investigations when necessary.
  • Ensure disciplinary and corrective actions are appropriately documented and consistently administered.
  • Assist leadership with employee engagement and retention strategies.

Employment Law & Regulatory Compliance

  • Maintain compliance with applicable federal, California, and local employment laws and regulations.
  • Monitor requirements involving wage and hour compliance, meal and rest periods, protected leaves, reasonable accommodations, workplace safety, and anti-discrimination requirements.
  • Coordinate required workplace postings, notices, employee acknowledgments, and mandatory training.
  • Collaborate with legal counsel or external HR consultants when specialized employment-law guidance is necessary.

Training & Employee Development

  • Develop and maintain an employee training and compliance tracking system.
  • Coordinate required training including, as applicable:
    • HIPAA and confidentiality
    • OSHA/workplace safety
    • Bloodborne Pathogens
    • Sexual harassment prevention
    • Compliance and ethics
    • Emergency preparedness
    • Cultural competency
    • Workplace violence prevention
    • Other required organizational or regulatory training
  • Track training completion, certifications, licenses, and renewal dates as applicable to each position.

HR Administration & Systems

  • Assist with implementation and administration of HRIS, payroll, timekeeping, benefits, and employee recordkeeping systems.
  • Maintain accurate employee demographic and employment information.
  • Coordinate benefits administration as programs are implemented.
  • Develop HR metrics and reports for Administration and executive leadership.
  • Support audits and regulatory reviews by maintaining complete and readily accessible HR documentation.

Minimum Qualifications

  • Bachelor's degree in Human Resources, Business Administration, Healthcare Administration, Organizational Management, or related field; equivalent combination of education and directly relevant experience may be considered.
  • Minimum 5 years of progressive human resources experience, preferably within healthcare.
  • Prior experience working within an FQHC, community health center, nonprofit healthcare organization, or other highly regulated healthcare environment.
  • Demonstrated experience developing and implementing HR policies and procedures.
  • Strong knowledge of federal and California employment laws.
  • Experience with recruitment, onboarding, employee relations, performance management, investigations, training, and HR compliance.
  • Experience establishing or significantly improving HR systems, processes, and organizational infrastructure.
  • Strong written communication, documentation, organizational, and interpersonal skills.
  • Ability to work independently and manage multiple priorities in a developing organization.

Highly Preferred Qualifications

  • Direct experience working for an FQHC or HRSA-funded health center.
  • Working knowledge of the HRSA Health Center Program Compliance Manual and Site Visit Protocol.
  • Experience preparing for or participating in HRSA Operational Site Visits (OSVs) or similar regulatory reviews.
  • Experience helping launch a new FQHC, healthcare clinic, medical practice, nonprofit healthcare organization, or new healthcare site.
  • Experience developing an HR department or HR infrastructure from the ground up.
  • Experience working with healthcare policies, procedures, compliance programs, and Board-approved personnel policies.
  • Experience supporting healthcare credentialing, privileging, provider onboarding, or maintenance of provider documentation.
  • Experience working in a nonprofit organization.
  • Experience with HRIS/payroll implementation or conversion.
  • PHR, SPHR, SHRM-CP, or SHRM-SCP certification preferred.

Position Growth

This position is intentionally structured to grow alongside Oasis Health Clinic.

During the startup and pre-opening phase, the Human Resources Manager will work on a part-time basis, with a significant focus on developing policies, procedures, personnel systems, recruitment processes, compliance documentation, and the HR infrastructure necessary for clinic operations.

As Oasis Health Clinic opens, expands its workforce, and increases patient services, the position is expected to transition into a full-time HR leadership role responsible for ongoing employee relations, workforce development, compliance, recruitment, benefits administration, performance management, training, and organizational development.

Ideal Candidate

The ideal candidate is not simply someone who has administered an established HR department. Oasis Health Clinic is seeking an individual who understands how to build an HR function from the ground up within a regulated healthcare environment.

The strongest candidate will bring a combination of FQHC knowledge, HRSA familiarity, California employment-law experience, healthcare human resources expertise, policy development skills, and startup experience and will be comfortable creating the systems and infrastructure needed to support Oasis Health Clinic's long-term growth.
