Supervisory Park Ranger (P)

Summary This position is located in Dinosaur National Monument, in the Division of Visitor and Resource Protection. Government housing is available. Travel, transportation, and relocation expenses will be paid if the selected candidate lives outside of the local commuting area and is otherwise eligible for reimbursement of relocation expenses in accordance with the Federal Travel Regulation. Responsibilities The Chief Ranger of the Visitor and Resource Protection division serves as the senior law‑enforcement official with responsibilities for planning and executing the park's law‑enforcement, search and rescue, emergency medical services, cultural and natural resource protection, employee and public safety. The position works collaboratively with four other division chiefs and the superintendent to provide direction and oversight for all aspects of park management. The visitor and resource protection division is a complex and multifaceted operation that manages the monument's diverse mix of high‑mountainous desert, world‑class whitewater boating and incredible geological, archaeological and paleontological resources that attract over 330,000 visitors annually. Major duties include: plan, develop, coordinate, and direct law‑enforcement activities related to various criminal activities such as illegal hunting, UTV encroachment, and paleontological and archaeological site disturbance; perform short‑ and long‑term management planning including budget formulation and execution and setting division goals and priorities; supervise and manage protection programs and VRP employees in a complex multi‑jurisdictional land ownership setting; plan, direct, and oversee Concessions Management, Commercial Use Authorization and Special Park Uses; develop partnerships with cooperators, non‑profit organizations, other law‑enforcement agencies, educational institutions, and others; set work goals and ensure all employees receive required training in a timely manner; identify operational requirements and make recommendations to the supervisor regarding programming, budgeting, training, administration, and evaluation of operations; schedule patrols to maximize visitor contact with special consideration to problem areas; supervise and lead complex law‑enforcement, all hazard, emergency medical, and search and rescue operations as well as provide emergency medical services to park visitors and residents; and participate in all aspects of employee supervision including performance planning and appraisals, employee recognition, and employee counseling. Education This position does not allow substituting education for experience. Type I Law Enforcement Commission: Must currently possess or previously hold, within the past three years, a FLETC‑issued Land Management Police Training (LMPT), full Type I Law Enforcement Commission or equivalent; or be qualified to receive a Type I Commission upon appointment. Volunteer experience: Experience includes paid and unpaid experience, including volunteer work through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work will receive credit for all qualifying experience, including volunteer experience. Requirements As a condition of employment for accepting this position, you will be required to serve a 1‑year probationary period during which your fitness and whether your continued employment advances the public interest will be evaluated. The 1‑year probationary period may be replaced with a 2‑year trial period if hired into an excepted position. Under applicable law, the employment of an individual serving a probationary or trial period automatically terminates when that period ends unless the agency affirms in writing that the individual’s employment should continue and that their appointment should be finalized. Upon completion of the probationary period, your employment will be terminated unless you receive certification in writing that your continued employment advances the public interest. Requirements include U.S. citizenship; appointment subject to background investigation and favorable adjudication; compliance with the Selective Service Registration Act for males; subject to pre‑employment physical and drug testing; possession of a Type I Law Enforcement Commission or equivalent; and the ability to carry a firearm while performing duties and maintain firearm proficiency. You may be required to serve a 1‑year supervisory probationary period. Benefits This is a secondary‑administrative law‑enforcement position under the special retirement provisions of 5 U.S.C. 8336(c) (CSRS) and 5 U.S.C. 8412(d) (FERS). Applicants may meet qualification requirements but may not be eligible for special retirement coverage; if selected they will be placed in the regular retirement system. Eligibility for secondary retirement coverage under CSRS requires direct transfer from a primary position without a break in service exceeding three days. Eligibility for secondary retirement coverage under FERS requires direct transfer from a primary position without a break in service exceeding three days, completion of three years of service in a primary rigorous position, and continuous employment in a secondary position since moving from a primary rigorous position, except for breaks in employment from a secondary position that began with involuntary separation. Other Information Physical demands: The position involves primarily sedentary office work with intermittent strenuous physical activity at short notice. The intensity of the workload and extensive variety of factors may result in significant periods of stressful activity. The position comes under the scope and requirements of the park's Health and Fitness Program and incumbent must meet the minimum requirements as specified in DO‑57. Working conditions: The majority of time is spent in an office environment, but field inspections, evaluations and consultations and emergency situations frequently involve outdoor work where there is exposure to various risks and discomforts associated with a park environment, including cold, damp, foggy, snow, rainy and windy weather, with potential hazards along cliffs and on rocks.
