Preferred qualifications: Five or more years of progressively responsible experience in probation, parole, community corrections, or interstate compact operations. Demonstrated experience with the Interstate Compact Offender Tracking System (ICOTS). Comprehensive knowledge of the Interstate Commission for Adult Offender Supervision rules, bylaws, advisory opinions, and transfer procedures. Experience interpreting statutes, administrative rules, and legal requirements governing interstate offender supervision. Prior supervisory or management experience, including mentoring staff and overseeing compliance initiatives. Experience conducting quality assurance reviews, audits, or compliance monitoring. Proven ability to analyze data, identify trends, and prepare reports for executive leadership. Strong written and verbal communication skills, including preparing formal correspondence and policy guidance. Experience providing training and technical assistance to staff and external stakeholders. Ability to collaborate effectively with courts, law enforcement agencies, prosecutors, defense attorneys, correctional institutions, and other state compact offices. Demonstrated ability to resolve complex interstate supervision issues while maintaining compliance with Compact rules. Strong organizational skills with the ability to manage multiple deadlines and high-volume caseloads. Disqualifiers: Inability to obtain or maintain access to the Interstate Compact Offender Tracking System (ICOTS) or other required criminal justice information systems. Documented pattern of poor job performance, excessive disciplinary action, or failure to meet established performance standards. Failure to demonstrate the ability to interpret and apply Interstate Commission for Adult Offender Supervision rules and applicable state and federal laws, when required for the position. The mission of the Department of Corrections is to be a public safety resource for Arkansas families by providing professional management solutions and evidence-based rehabilitative initiatives for offenders. All DOC positions are designated as Safety Sensitive Positions and are subject to random drug testing pursuant to the Secretarial Directive governing Personnel Drug Testing. Medical marijuana usage, as defined in Amendment 93 of the Arkansas Constitution, prohibits Personnel in a Safety-Sensitive Position from the use of medical marijuana even if they are qualifying patient under the amendment and/or hold a registry identification card. Department Personnel are prohibited from the use or possession of a medicinal marijuana card pursuant to this policy and state law.Position Information Job Series: Corrections Programs - Career-pathClassification: Corrections Program Supervisor/ExpertClass Code: SCP11PPay Grade: SGS08Salary Range: $63,086 - $93,367Job Summary The Corrections Program Supervisor/Expert is responsible for overseeing and managing the implementation and operation of correctional programs within the Arkansas Department of Corrections. This role ensures that programs are effectively administered and meet the needs of offenders, supporting their rehabilitation and reintegration into society. The position is governed by state and federal laws and agency/institution policy.Primary Responsibilities The assignment of supervisory duties is determined by the hiring agency's operational needs. Non-supervisory roles will serve as senior technical experts. Supervise and manage the daily operations of correctional programs, ensuring compliance with state and federal laws, regulations, and standards. Develop, implement, and evaluate correctional programs designed to support offender rehabilitation and reintegration. Conduct needs assessments to identify gaps in services and develop appropriate programs to address these needs. Provide training, guidance, and support to staff involved in the delivery of correctional programs. Monitor and evaluate the effectiveness of correctional programs, making adjustments as needed to improve outcomes. Prepare and manage program budgets, financial resources, and expenditures. Collaborate with facility staff, community organizations, and other stakeholders to ensure program success. Maintain accurate records and documentation related to program operations and outcomes. Ensure compliance with state and federal laws, regulations, and standards. Prepare reports on program activities, performance, and achievements. Perform other duties as assigned.Knowledge and Skills Comprehensive understanding of correctional practices, policies, and procedures. In-depth knowledge of rehabilitation and reintegration programs for offenders. Familiarity with program development, implementation, and evaluation. Proficiency in budget preparation and financial management. Ability to analyze and interpret data to assess program effectiveness. Competence in preparing reports and documentation. Aptitude for maintaining confidentiality and handling sensitive information. Familiarity with state and federal laws and regulations governing corrections. Ability to develop and implement effective correctional programsMinimum Qualifications The formal education equivalent of a bachelor’s degree in criminal justice, public administration, social work, or a related field. Five years of experience in corrections, program management, or a related field.Satisfaction of the minimum qualifications, including years of experience and service, does not entitle employees to automatic progression within the job series.
