New to State candidates will be hired into the minimum salary of the classification or minimum of alternate range when applicable. # of Positions: 1 Work Location: San Luis Obispo County Telework: Hybrid Job Type: Permanent, Full Time Facility: DSH - Atascadero Job Description And Duties The Analyst II will be directed by the Supervisor I or Supervisor II in the Procurement Department at the Department of State Hospitals - Atascadero (ASH). The incumbent will be responsible for the following duties but not limited to: Conduct research, create bids, and compose correspondence to complete the most technical and difficult competitive and non-competitive bid processes for goods and services. Review, analyze, and edit contract/purchasing requests, documents, scope of work and specifications (including estimated dollar amounts submitted), and justifications to ensure appropriate standard language is included and applicable. Obtain all required contract approvals from control agencies as required. Conduct official bid openings. Evaluate and determine validity of all bidding and supporting documentation. Prepare and execute Non-IT Goods Purchases and Non-IT Services Contracts. Coordinate the execution of agreements and amendments through internal review and approval, and all external control agency reviews. Assist in the review and approval of event solicitations, purchase orders, and contract shells in Fi$Cal. Resolve questions, seek guidance to complex issues, and assist in the revisions to DSH-ASH and DSH forms, procedures and manuals. Provide direction and training to Analyst I's, buyers, and contract mangers. Conduct audits, reports finding, and present solutions and recommendations to management. Research, tabulate, and track data for preparation and submittal of Procurement reports.
