Alcohol and Drug Treatment Specialist I/II/III

Position Overview Alcohol and Drug Treatment Specialist (ADTS) – a behavioral health role that provides educational, counseling, and treatment services to clients with substance use disorders or problematic substance use. Three levels exist: Level I (entry), Level II (journey), and Level III (lead). Each level requires increasing responsibility for counseling, treating, teaching, and supervising programs and staff. Responsibilities Level I: Conduct intake interviews and assessments; deliver one‑on‑one and group counseling; teach educational classes; perform toxicology tests; distribute harm‑reduction supplies; make referrals; coordinate client care; maintain records; participate in staff meetings and trainings; provide on‑call/stand‑by support; travel to facilities and community settings. Level II: All Level I duties plus: conduct individual, group, and family counseling; conduct client assessment and discharge processes; develop and administer individualized recovery treatment programs; liaise with courts and county agencies; monitor client participation; assist program management with scheduling and resource allocation. Level III: All Level I and II duties plus: lead and instruct subordinate staff; resolve operational problems; train staff on policies and procedures; evaluate program effectiveness; prepare statistical and fiscal reports; prioritize tasks; coordinate program activities and data organization. Qualifications Education and experience vary by level: Level I: 1 year of experience in AOD treatment or 30 semester units in AOD studies, or a bachelor’s in social science or related field plus experience. Level II: 2 years of related experience or 1 year as an ADTS I. Level III: 5 years of experience with 1 year equivalent to ADTS II duties, or a bachelor’s in psychology, social science, or related field plus 3 years of experience. Qualified for each level and a California SUD/CO certification from a DHCS‑approved agency or maintain active license as required by Section 11833(b)(1). All levels must possess a valid California Driver’s License. Requirements Maintain current California SUD/CO certification; renew within 5 years of initial registration. Under Section 13015(a) licensed professionals (physicians, psychologists, clinical social workers, marriage and family therapists) are exempt from certification but must remain in good standing. Full compliance with continuing education: first‑time registrants 80 core hours within 6 months and 50 AOD hours annually; all other registrants meet tier‑specific requirements. Benefits & Salary Approximate hourly wages: ADTS I: $23.00–$32.15 | ADTS II: $27.62–$38.68 | ADTS III: $32.68–$45.80 Eligible for educational incentive (2.5 %–5 % based on associate’s, bachelor’s, or master’s); bilingual incentive; veteran’s points for entry level; SEIU union membership with overtime compensation; 12 full‑time vacancies.
