Job Title Director of Operations & Support (Director III) Agency & Department Health & Human Services Commission (HHSC); TIERS Eligibility Apps Staff Posting Information Posting Number: 17219 | Closing Date: 07/27/2026 | Salary Range: $7,716.66 – $13,051.00 Monthly | Shift: Day | Full Time Brief Job Description The Director of Operations and Support is accountable to the HHSC Director of Social Services Applications (IT‑SSA). This position oversees operations and supports critical software applications including the Texas Integrated Eligibility Redesign System (TIERS) and related Eligibility Supporting Technologies application portfolio. These systems process applications and determine eligibility for over 60 types of food, cash assistance, medical, and community care services to Texans in need. The role manages IT‑SSA operations, processes, procurements, contracts, federal‑state compliance, budgets, and communications. It interfaces with other IT groups to administer vendor contracts, prepare cost forecasts, facilitate RFO/SOW development, and author federal APD documents. The Director supports the TIERS Level II Help Desk, coordinates IT‑SSA services, and serves as a principal liaison between IT‑SSA and HHS agency operations divisions, including Procurement & Contracting Services, System Contracting, Budget Management, and Human Resources. This position requires a strong background in technical operations and a proven history of successfully leading large teams. The Director works under limited direction with considerable latitude for initiative and independent judgment. Essential Job Functions Oversee IT‑SSA initiatives and operations supported by HHSC resources, contracted vendors, and business partners. Establish operational controls and priorities, analyze service delivery problems, and resolve or escalate issues as needed. Prepare and review procurement estimates and plans, ensure purchases are on schedule and budget, and implement corrective actions. Provide regular status updates to HHS leadership on activities, schedules, costs, and goals. Develop, execute, and manage complex operating strategies, contracts, and budgets relating to TIERS. Investigate and resolve discrepancies, complaints, or disputes, negotiate corrective actions, damages, or terminations, review bid specifications, track key performance metrics, and conduct technical reviews of contracts. Oversee end‑user support for IT‑SSA applications, monitor Help Desk ticket volumes, backlogs, and user satisfaction. Prepare system‑level documentation and timely responses for information and audit requests. Monitor the organizational maturity of IT‑SSA operations, identify improvement opportunities, support training offerings, process documentation, and internal communications. Prepare reports, presentations, and supporting documentation on IT‑SSA initiatives for leadership and stakeholders. Draft responses to information requests from the Legislative Budget Board and public requests. Knowledge of agency, state, and federal contracting processes, rules, policies, and procedures. Knowledge of software development and maintenance processes. Ability to prepare effective reports and presentations on initiatives, forecasts, procurements, and contracts. Strong verbal and written communication skills. Capacity to handle multiple tasks and projects with conflicting deadlines and manage activities efficiently. Ability to develop solutions to administrative and procedural problems. Ability to adapt tactics in response to changes in situations or priorities. Require Possession of both Certified Texas Contract Manager (CTCM) and Certified Texas Contract Developer (CTCD) certifications is preferred. At minimum, candidates must hold either a current CTCM or CTCD at the time of application or obtain certification within 12 months upon hire. Initial Screening Criteria A degree from an accredited college or university with major coursework in business, communications, management information systems, or a related field is preferred. At least ten (10) years of experience leading operational teams is acceptable in lieu of education. Minimum five (5) years of experience in financial management, business analysis, or technical service management. Minimum three (3) years of operational experience supporting technical processes as a manager or subject‑matter expert.
