Health Care Surveyor 2

Responsibilities The incumbent will be a critical member of the recertification team and will conduct annual surveys and investigate complaints from residents, facility staff, advocates, and family representatives across multiple counties. The incumbent will also manage immediate jeopardy and health emergency situations as they arise, write and review inspection and case summary reports for accuracy, regulatory compliance, and overall quality, and review and enter data into the applicable databases and electronic filing systems. The incumbent will review complete post‑survey reports, citations and complaint summaries, complete off‑site and onsite post‑survey revisits, review plans of corrections submitted in response to statements of deficiencies, and complete required CMS and state training utilizing the online training portals for CMS and the state, as well as any live trainings offered by the department. Qualifications Permanent Transfer Candidate: Current NYS employee with one year of permanent or contingent‑permanent competitive service as a Health Care Surveyor 2, G20, or Community Nursing Services Consultant Home Health Services, G22 and eligible for transfer under Section 70.1 or the Civil Service Law; or Current NYS employee with one year of permanent or contingent‑permanent competitive service in a title G20 or higher and meeting the non‑competitive minimum qualifications. Non‑Competitive via NY HELPS: Possession of a license and current registration as a registered professional nurse in New York State, and two years of post‑licensure, specialized professional administrative or professional clinical experience. Substitution: A bachelor’s degree in nursing may substitute for one year of post‑licensure clinical nursing experience; and a master’s degree in nursing may substitute for two years of post‑licensure clinical nursing experience. Preferred Qualifications: Ability to actively participate on an interdisciplinary team, accept constructive criticism, and display constant professionalism; excellent interview, observational, and writing skills; ability to translate collected information into legally defensible reports; experience with the aged population and direct patient care; flexibility and dedication; clinical knowledge and experience with long‑term care and aging population; good understanding of Microsoft Office Suite, particularly Word, Excel, Outlook and SharePoint; excellent written and oral communication skills; federal surveyor minimum qualifications test certification and investigatory experience. Additional Comments This position requires travel at times to areas unserved by public transit and may require overnight travel throughout New York State to areas not served by public transportation. Federal Surveyor Minimum Qualifications Test certification is required within one year of the date of employment. Salary and Benefits Posted salary range includes the statutory hiring rate at Step 4 and job rate for PS&T Grade 20 ($84,173 – $94,121) plus an additional Geographic Pay Differential of $35,000 and an additional $4,000 location pay. This position is part of the NYS HELPS program. No examination is required.
