LEGAL ASSISTANT (OFFICE AUTOMATION)

Air Mobility Command

Summary

The primary purpose of this position is to manage and provide advice, clerical, and administrative support to the installation commander, tenant wing commanders, group and unit commanders, and first sergeants on the involuntary discharge of Air Force uniformed personnel; to serve as the coordinator for the installation Victim Witness Assistance Program and to provide the victims and witnesses with information on the statutory and regulatory rights under the Crime Victim's Rights Act.

Duties

Help

  • Advises leadership, prepares, reviews, and processes administrative discharges and provides administrative support to discharge boards.
  • Coordinates, processes, and reports all activity of the Victim and Witness Assistance Program (VWAP).
  • Provides training to paralegals and newly assigned personnel.
  • Provides assistance to the legal assistance program as needed in support of the Office of the Staff Judge Advocate.

  • Employee may be required to function as Notary Public. Must be able to satisfactorily complete training to become a Notary Public and be able to meet bonding or other requirements inherent to the appointment as a Notary Public.
  • Incumbent will be required to obtain and maintain A SECRET security clearance.
  • Employee may be required to maintain a State Driver's License and to travel to perform legal assistance in and around the local area.
  • TERM position NTE: 48 months

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Clerical and Administrative Support Positions, 0986 series.

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-06, or equivalent in other pay systems. Examples of specialized experience includes knowledge of statutes, regulations, guidelines, precedent case actions, comprehensive legal research, techniques, and the programs of the organization, that are not readily understood, to assist work requiring extensive searches of records, reference, or historical material and comparisons with complex, voluminous, or broadly written criteria for

the legal staff in locating and identifying precedent cases, legal citations, and statutory references. Ability to identify factual and legal issues related to respective cases and develop, examine, adjust, reconsider, or authorize settlements. Ability to elicit required information to effectively assist higher grade employees with investigations.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-06 level is required to meet the time-in-grade requirements for the GS-07 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

1. Knowledge of rules, procedures, policies, and programs of the Office of the Staff Judge Advocate to perform the

procedural and administrative work of the organization such as preparing and editing legal documents and

administrative correspondence, maintaining files, and records, and assembling information for various legal

documents and reports; knowledge of legal services and terminology in the area of claims, civil law, military justice,

legal assistance, discharge and demotion actions, and legal research techniques; and knowledge of grammar, spelling, capitalization, punctuation, and required legal formats and directives regarding preparation of written communications to produce legal and administrative documents and communications.

2. Knowledge of office functions to screen telephone calls and visitors, prepare and review correspondence, and

perform other administrative work as required.

3. Knowledge of various office automation software programs, tools, and techniques to support office-operations and produce a variety of documents such as letters, reports, spreadsheets, databases, and graphs.

4. Skill in typing; a qualified typist is required.

5. Ability to communicate effectively, both orally and in writing; ability to advise commanders and supervisors of

appropriate legal actions.

6. Ability to interpret and apply regulatory and procedural requirements to process unusually difficult and complicated transactions; ability to utilize a military legal library and computer resources to perform appropriate research. Knowledge of the normal formats, forms, policies and common legal terminology used in preparation of wills, powers of attorney, and other documents provided through the legal assistance program.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
