Reports to: Superintendent

Fair Labor Standards Act (FLSA) status: Exempt, Full Time, Administrative

Months/Days/Hours: 12 months, 261 days, 8 hours per day

Salary Scale: Administrative Salary Scale - Director 12 Months

PRIMARY FUNCTION: To administer the business affairs of the district in such a way as to provide the best possible educational services within the financial resources available.

Qualifications

1. Master's Degree (bachelor's plus C.P.A., or other advanced certification) in business management, or accounting.

2. Five years of supervisory experience in one of the above fields.

3. Certified Public Accountant (CPA) or Certified Government Financial Manager (CGFM) preferred.

4. Certified Administrator of School Finance and Operations (SFO) certification preferred or be eligible for certification within three (3) years of employment.

5. Excellent verbal and written communication skills. Ability to establish and maintain effective working relationships with school officials, associates and the general public.

6. Proficient in the use of technology for analysis and communication.

7. Such alternatives to the above qualifications as the Superintendent or School Board may find appropriate and acceptable.

Preferred Qualifications

Knowledge or experience in school division finance.

Performance Responsibilities

1. Administer and direct the accounting and payroll systems necessary to ensure the accurate and timely payment of all bills and payrolls and to maintain accurate and complete financial records and reports.

2. Assist the Superintendent in the planning and preparation of the annual budget considering historical trends, projected requirements, and community needs.

3. Manage the approved budget and prepares reports for Superintendent and School Board.

4. Supervise the financial affairs of the schools to include cash management and accounting procedures.

5. Manage all risk management programs for protection of the school division and for employee health insurance.

6. Coordinate the planning of major construction projects, maintains records of budget and expenditures, and prepares reports for Superintendent and School Board.

7. Direct the purchasing program, including contract administration and specification writing in accordance with state law and board policies.

8. Recommend appropriate policies and changes to the Superintendent for board action and recommends administrative procedures to implement board policy.

9. Assist in the recruiting, hiring, training, supervising, and evaluating non-instructional staff personnel.

10. Work closely and communicate openly, effectively and professionally with students, parents, community patrons, staff and administration as a positive representative of Pulaski County School system.

11. Maintain liaison with local business and community agencies for business operations affecting county schools.

12. Perform other duties as assigned by the Superintendent.
