Director of Office of Aging: Chester County of Pennsylvania

The AAA Administrator III is responsible for planning, organizing, managing and directing the Chester County Area Agency on Aging to ensure a comprehensive social service system for the aging. A person in this position is expected to demonstrate the system of care practice model, which maximizes all resources around an individual or family. This system of care includes child and adult serving agencies and community partners that join with an individual or family to meet their goals. Plan, organize and direct a comprehensive social and human service program of services for the aging including protective services. Supervise professional, technical and clerical staff. Develop and administer an annual budget for the area agency. Establish program policies and operating procedures. Approve or disapprove agency expenditures (i.e., line item program budgets, AAA budget, purchasing requests, and contracts). Provide a system of supportive, in-home and extended services for the aging. Promote technical assistance regarding senior service provisions to providers of social services. Serve as an advocate in the interest of the aging to County Commissioners, the Advisory Committee and the general public. Maintain effective working relationships with associates, public officials, administrators and the general public. Direct the development of grant applications to improve existing services and/or initiate new services. Effectively represent the County and its policies and priorities. Perform other duties, as assigned. Qualifications/Preferred Skills, Knowledge & Experience Master’s degree from an accredited college or university; or four to 10 years of job-related experience and/or training; or equivalent combination of education and experience. Seven years of experience in Human Services programs (including four years of supervision and administration). Working knowledge of the Older Americans Act and its revisions. Working knowledge of the Pennsylvania Department of Aging fiscal guidelines and regulations. Working knowledge of Older Adult Protective Services Law and its regulations. Working knowledge of the Federal and State Caregiver Support Program and its regulations. Working knowledge of the Ombudsman Program. General knowledge and understanding of human resource guidelines and procedures. Excellent verbal and written communication skills. Accurate and detail-oriented. Strong working knowledge of budgets, spreadsheets and interpreting audits. Strong leadership skills. Able to handle and resolve recurring problems. Strong work ethic (inspires the trust of others and upholds organizational values). Preferred Skills, Knowledge & Experience: Master’s degree from an accredited college or university in Public Service Administration or related field. Working knowledge of standard administrative and programmatic practices of an Area Agency on Aging. Knowledge of comprehensive service system for the elderly. Experience working in care management and/or protective services for older adults. Familiarity with Act 28; Act 169; senior transportation; AAA Public hearing, annual plan requirements, and operations program manual. Ability to remain focused on daily operations. Ability to work on conceptual design and policy development on a team. General knowledge and understanding of County of Chester policies and procedures. Excellent organizational and time management skills. Ability to make firm, unbiased decisions. On occasion, the employee will need to walk, stand, climb stairs, twist or rotate at the waist, lift up to 40 pounds approximately five feet high (shoulder height) or carry up to 15 pounds for two to three blocks, and taste or smell. There will also be a need to occasionally drive to and from different locations. On rare occasions, there will be a need for the employee to reach above shoulder height; bend at the waist or work bent at the waist; kneel, stoop, crouch or squat; push items; or deal with an uncommon level of noise. The special vision requirements listed for this position are: Close vision (to read fine print; extensive reading and document review; and working on a computer). Work Environment: The noise level in the work environment is usually quiet to moderate. You will be working inside approximately 90% of the time. You will need to drive to and from different locations (some out-of-county travel will be necessary). Other: Ability to work extended hours, as necessary. This position requires professionalism.
