HR Manager

CooperDouglas is partnering with an established union construction contractor in the Los Angeles South Bay to hire an HR & Payroll Manager. This is a working manager role: you will lead a team of five across payroll and HR, and you know the work well enough to run weekly payroll, union reporting or certified payroll yourself when someone is out.

• Lead, train and develop a team of five payroll and HR staff, including cross-training, performance reviews and hiring
• Oversee weekly union construction payroll for journeymen, apprentices and piece-rate field employees, including garnishments, tax withholdings, payroll reconciliations and general ledger entries
• Administer multiple collective bargaining agreements (CBAs), covering wage scales, trade classifications and fringe benefit contributions
• Manage monthly union fringe benefit reporting and trust fund remittances for health and welfare, pension, vacation and apprenticeship funds
• Direct certified payroll reporting through DIR eCPR and LCPtracker on public works and prevailing wage projects, including Davis-Bacon on federally funded work
• Keep piece-rate payroll compliant with California Labor Code 226.2, including rest and recovery and non-productive time pay
• Run full-cycle HR: recruiting, onboarding, I-9 and E-Verify, employee relations, performance management, handbook and policies
• Administer benefits, 401(k), workers' compensation claims and leaves of absence (FMLA, CFRA, PDL, PFL)
• Serve as the point person for union trust fund audits, DIR audits, workers' comp audits and union grievances
• Report labor costs by project, trade and cost code to leadership

• 5+ years of union construction payroll experience, with at least 3 years managing a team
• Bachelor's degree, PHR, SHRM-CP or CPP, and bilingual English/Spanish are each a plus
• Hands-on certified payroll experience (eCPR, LCPtracker) on California public works projects
• Strong knowledge of California prevailing wage law and DIR compliance
• Experience with piece-rate payroll and multi-union CBA administration in Los Angeles County
• Construction payroll software such as Sage 300 CRE, Viewpoint Vista or Foundation
• Working knowledge of California and federal employment law (FLSA, wage and hour, Cal/OSHA, EEO)
• Excel Skills (pivot tables, VLOOKUPs)
