Open to candidates who are permanent in the civil service title of Administrative Community Relations Specialist or the comparable civil service titles of Administrative Manager and Administrative Staff Analyst
**Due to active promotional list, only internal DOHMH employees may be considered for Administrative Staff Analyst and Administrative Manager. The Bureau of Public Health Clinics (BPHC) mission is to promote a healthy community by providing New Yorkers with the resources needed to make informed and empowered health decisions; identify and treat tuberculosis and provide immunization and sexual health services regardless of ability to pay or immigration status. To achieve its mission, the BPHC provides direct clinic services to people seeking health care; monitors disease trends provides education and training to service providers and community groups; conducts research and develops policies to deliver high quality clinical care which best serve New Yorkers. This person will work directly with BPHC Executive Director of Clinical Operations. DUTIES WILL INCLUDE BUT NOT BE LIMITED TO:Strategic Leadership & Planning - Assist the Executive Director of Operations in developing and executing the organization's clinical operations strategy, ensuring alignment with broader mission and strategic plan. - Lead the development of implementation roadmaps for new clinical programs, workflows, and quality improvement initiatives. - Conduct environmental scans, needs assessments, and gap analyses to identify opportunities for operational improvement. - Represent the department in senior leadership meetings, committees, and external forums as delegated by the Executive Director. Implementation & Project Management - Coordinates with the Patient Advisory Group team to assist in identifying patient participants, attend quarterly meetings, and implement direct patient feedback on improving/enhancing patient services. - Oversee the end-to-end implementation of clinical operations projects from initiation through evaluation, ensuring delivery on scope, schedule, and budget. - Develop and maintain project plans, risk registers, and status dashboards to ensure transparency and accountability across all workstreams. - Coordinate with IT,HR, Compliance, Finance, and clinical departments to ensure seamless cross-functional execution. - Establish and enforce project governance frameworks, change management protocols, and escalation pathways in collaboration with other discipline leaders. - Monitor project milestones and course-correct as needed to maintain momentum and achieve deliverables. Process Improvement & Quality - Coordinate quarterly meetings with BPHC Community Engagement Team to discuss community feedback to improve and enhance clinic operations to better serve historically disenfranchised patient populations. - Champion a culture of continuous quality improvement by identifying inefficiencies, analyzing root causes, and implementing evidence-based solutions in collaboration with the Quality Management team - Oversee performance improvement initiatives using recognized methodologies (e.g., Lean, Six Sigma, PDSA cycles). - Track and analyze key performance indicators (KPIs) and metrics to measure the impact of clinical operations improvements. - Ensure all process improvements align with accreditation standards, regulatory requirements, and best practices. People Management & Team Development - Foster a high-performing, inclusive team culture built on accountability, collaboration, and professional growth. - Identify training and development needs across the clinical operations workforce and coordinate with Director of Training to implement targeted capacity-building programs. - Partner with Human Resources on recruitment, onboarding, and workforce planning for clinical operations roles. Stakeholder Engagement & Communication - Collaborate with BPHC Community Engagement leadership to identify clinic-based needs including strategies to increase patient volume at specific clinics, implementation of waiting room presentations, and coordination of co-located tabling & outreach including annual health fairs. - Serve as a primary liaison between front-line clinical operations teams and executive leadership, translating strategy into actionable operational plans. - Build and maintain strong relationships with internal stakeholders including medical staff, nursing leadership, department heads, and support services. - Engage with external partners, vendors, payers, and regulatory bodies as needed to support implementation and compliance efforts. - Prepare and deliver executive-level presentations, reports, and briefings on the status and impact of clinical operations initiatives. PREFERRED SKILLS:
- Minimum of 3-5 years of progressive experience in healthcare or clinical operations, with at least 3–5 years in a leadership or management
capacity.
- Demonstrated experience leading implementation or transformation projects in a clinical or healthcare setting.
- Proven track record of driving measurable quality and process improvements in a complex, multi-stakeholder environment.
- Experience managing and developing multidisciplinary teams.
- Prior experience working in a hospital, health system, Federally Qualified Health Center (FQHC), or managed care organization preferred.
- Strong knowledge of clinical operations, healthcare regulations, accreditation standards (e.g., Joint Commission, NCQA, HRSA), and quality
improvement frameworks.
- Exceptional project management skills; PMP or equivalent certification preferred.
- Proficiency in quality improvement methodologies (Lean, Six Sigma, PDSA); certification a plus.
- Excellent analytical and problem-solving skills with the ability to interpret complex data and translate findings into actionable strategies.
- Superior written and verbal communication skills, including the ability to present to and influence senior executives and Board-level audiences.
- High proficiency in Microsoft Office Suite (Excel, Word, PowerPoint, Project) and healthcare information systems (EHR, data analytics
platforms).
- Demonstrated ability to lead organizational change and manage resistance in a fast-paced, evolving environment.

Qualifications
1. A baccalaureate degree from an accredited college or university, accredited by regional, national, professional or specialized agencies recognized as accrediting bodies by the U. S. Secretary of Education and by the Council for Higher Education Accreditation (CHEA) and four years of satisfactory, full-time community liaison, community organization or community relations experience, at least two years of which must have been in a broad administrative or policy-making capacity with responsibility for planning, organizing, coordinating, developing, evaluating and/or administering a large community service program or activity; or
2. A four-year high school diploma or its educational equivalent approved by a State's Department of Education or a recognized accrediting organization and eight years of satisfactory, full-time experience as described in "1" above, at least two years of which must have been in a broad administrative or policy-making capacity with responsibilities as described in "1" above; or
3. Education and/or experience equivalent to "1" or "2" above. Undergraduate education above the high school level may be substituted for the community liaison, community organization or community relations experience, but not for the two years of broad administrative or policy-making experience described in "1" above, at the rate of 30 semester credits from an accredited college or university (as described above) for each year of experience, up to a maximum of 4 years.
