Mission Support Specialist

Summary Position is located in the Department of Homeland Security, U.S. Immigration and Customs Enforcement, OPLA Ethics Unit, Washington, District of Columbia. This is a non‑bargaining unit position. Duties Serves as a subject matter expert on assigned administrative matters. Conducts or participates in the evaluation of administrative programs concerning the efficiency and effectiveness of program operations. Maintains a high level of analytical ability to identify issues, recommend actions, and re‑engineer processes. Applies a wide range of administrative programs, concepts, laws, policies, practices, and analytical diagnostic methods and techniques to address substantive matters that contain several interrelated issues. GS‑09

, GS‑11, and GS‑12. GS‑09 One year of specialized experience at the GS‑07 grade level or equivalent performing duties such as: Carrying out assignments in conformance with accepted policies and practices for assigned program areas. Exercising judgment in selecting and applying available guidelines related to specific problems or issues. Applying practical knowledge of the basic concepts, principles, regulations, and policies related to logistics and procurement management. Identifying situations or issues and choosing the best approach according to established procedures and practices. Or a master’s degree (or equivalent graduate degree) or two academic years of progressively higher‑level graduate education leading to such a degree.

GS‑11

One year of specialized experience at the GS‑09 grade level or equivalent performing duties such as: Monitoring and advising on a variety of administrative problems or situations (budget, personnel, travel, space, logistics). Exercising judgment in choosing, interpreting, applying, and modifying available guidelines for adaptation to specific problems or issues. Identifying administrative problems or issues related to logistics and procurement management. Identifying a variety of issues and their factual relationships, analyzing relevant factors and conditions, and choosing a course of action from many alternatives. Or a Ph.D. or equivalent doctoral degree or three academic years of progressively higher‑level graduate education.

GS‑12

One year of specialized experience at the GS‑11 grade level or equivalent performing duties such as: Identifying ways to improve or enhance a variety of administrative programs or projects to meet organizational objectives. Gathering, interpreting and analyzing the effects of changes in laws and regulations to ensure effective and efficient application. Analyzing complex issues, modifying procedures, and solving a variety of issues related to logistics and procurement management. Researching and evaluating information and precedent cases to provide advice, guidance, and recommend solutions. Or a combination of graduate education and experience that exceeds the amount required for the next lower grade level (1 year for GS‑11, 2 years for GS‑12). Eligibility and Other Requirements National service experience, including volunteer work, can be considered as qualifying experience.
