Project & Policy Analyst III

Involves analytical studies on a variety of policies, projects, programs and issues in support of a function, research initiative, program and / or organizational unit, or in research of new or changing systems and programs. Assists in policy and program planning, development, administration, management and implementation; interprets, monitors and analyzes information regarding policies and procedures and provides consultative services to department administrators and other stakeholders.

This is a unique opportunity to shape a paradigm-shifting global health initiative. As the central administrative hub for a large-scale, multi-site consortium, you will bridge the gap between academic clinical research, complex bioinformatics workflows, and international regulatory frameworks. Given the geographically distributed nature of the team, this role requires exceptional independence, self-direction, and the ability to thrive in a remote, virtual collaborative environment. (Note: This is a scientific management role, not a primary research position).

Department Overview

The Medical Imaging Informatics & Artificial Intelligence (MedAI) team at UCSF is seeking a talented, motivated full-time Project Manager to direct the operational hub of the ATLAS (Amyloid-to-Tau Latency Assessment Score) Consortium. Funded by the prestigious Dementia Frontiers Fund, this trans-Atlantic initiative brings together world-leading experts across the US, UK, and Spain to develop Artificial Intelligence and Machine Learning approaches that will predict individualized disease progression in Alzheimer’s.

Responsibilities

Project, Grant and Milestone Management

Provides analyses for complex budget, financial, academic, data, systems and resource projects working directly with all levels of managers.

Develops scope of work, budgets, and reports for project requirements.

Grant & Milestone Tracking:

• Assist the PI in maintaining grant components, documents and records, tracking budgets, ensuring IRB compliance, and preparing materials for annual funder reviews. Continuously monitor deliverables against the project's Work Packages and timeline.

Team & Community Integration:

• Evaluate personnel needs and coordinate team efforts to fill expertise gaps.
• Synchronize scientific milestones with the project's Patient and Public Involvement and Engagement (PPI/E) lived-experience panel.
• Oversee and expedite international data sharing agreements and intellectual property harmonization. Navigation is complex, international, and must be monitored.
• Coordinate regular scientific initiatives, meetings, and reviews among schedules of a large-scale multi-site, international consortium. Leadership of this consortium (main PI) and one additional member are based at UCSF, and efforts must be coordinated among seven additional members, some of which are not in the USA.
• Evaluate personnel needs and coordinate team efforts to fill expertise gaps.

Consortium Leadership, Policy and Coordination

Researches, monitors and analyzes regulations, legislation, research literature and UC policies for impact on the organization or initiative.

Proposes, leads and / or participates on policy and planning committees and working groups. Provides strategy development for organizational or research initiative.

Coordinates efforts with a variety of external and internal contacts; researches organizational structures, policies and procedures and summarizes best practices in field. Provides technical guidance and quality assessment.

• Ensure strict adherence to FAIR (Findable, Accessible, Interoperable Reusable) data dissemination principles. This project will generate large amounts of big data. As such, dataset uploads to repositories must be monitored for accuracy and compliance.

Consortium Leadership & Coordination:

• Direct the operational hub of a trans-Atlantic consortium, orchestrating collaboration across diverse institutions.
• Coordinate regular scientific initiatives, including bi-weekly Executive Management Team meetings, monthly all-hands calls, and quarterly Scientific Steering Committee reviews.

Data & IP Management:

Researches and analyzes processes and procedures, summarizes findings, policies and organizational structures in order to develop and / or implement changes and to provide consultative services to department administrators, partners and external stakeholders.

Data & IP Management:

• Oversee and expedite international Data Sharing Agreements (DSAs) and Intellectual Property (IP) harmonization.
• Ensure strict adherence to FAIR (Findable, Accessible, Interoperable, Reusable) data dissemination principles, including managing dataset uploads to cloud-based repositories like the AD Workbench.

Scientific Communications:

Researches and drafts complex proposals, reports, briefings, executive summaries, and speeches. Establishes and maintains contacts internally and with external constituents for the collection and exchange of data.

Scientific Communications:

• Oversee and manage scientific writing, prepare formal progress reports, and support the team's manuscript preparations and publications.
• This is a high-profile team working on a concentrated goal, with several moving parts. Results from analyses will need to be gathered, organized, and assembled into several manuscripts for publications.

Qualifications

Required Qualifications

• Knowledge of common organization- or research-specific and other computer application programs.
• Strong communication and interpersonal skills to communicate effectively, both verbally and in writing.

• Strong skills in analyzing, researching and synthesizing large amounts of data for preparing sound and relevant proposals / analyses.

• Impeccable organizational and communication skills, with a proven ability to independently manage complex workflows in a virtual/remote setting.
• Strong scientific writing experience with a solid, professional grasp of the English language.

• Minimum of 3 years of related experience.

Preferred Qualifications

• Relevant work experience in scientific project management, particularly with international or multi-institutional consortia.
• Knowledge of Alzheimer’s Disease, neurodegenerative diseases, or neuroimaging/multi-omics research.
• Familiarity with international data privacy regulations (e.g., GDPR, HIPAA) and open-science data sharing.
• Ability to efficiently analyze, categorize, and summarize key aspects of clinical research data and bioscience information.
• High proficiency in online collaboration technologies and Microsoft Office products (e.g., Excel, PowerPoint).

Required Education

• Bachelor's degree in related area and / or equivalent experience / training.

Preferred Education

• PhD or equivalent doctorate in neuroscience, bioengineering, computational biology, or related field.
• Master's degree in a related scientific field combined with substantial (e.g., 5+ years) relevant experience in scientific project management or research operations will be considered.
