The primary purpose of this position is: serves as an 805 CTS Senior Information Technology Specialist network administrator/engineer with responsibility for planning and coordinating the installation, testing, modifying, upgrading, troubleshooting, and maintenance of hardware and software. Provides technical advice to leadership, assistance and training to unit personnel.

• Serves as the Senior Information Technology Specialist (Network Services) to leadership on network enterprise systems, designs and monitors new complex network systems, configures and installs network hardware/software modifications or upgrades
• As a senior IT specialist, performs feasibility studies on complex information systems and conducts in-depth analyses complicated by novel problems.
• Keeps abreast of emerging technology to predict future network needs.
• Performs as a senior IT specialist, participates in leadership discussions, meetings, committees, or special projects.

• Information Assurance Certification is a condition of employment. This position includes information assurance (IA) work as a paramount duty requirement.
• This is a Financial Management Level 2 Certified position IAW the National Defense Authorization Act (NDAA) 2012, Incumbent shall comply with the requirements of this certification program.
• Full/part-time employees occupying direct childcare positions are eligible for discounts IAW DAF AFSVC/CC Memo, 30 Sep 22; first child 100% / each additional child 25%. Other assigned CYP and FCC personnel are eligible for 25% discount.
• Depending on the type of position (competitive/excepted) you are selected for, you will be required to serve a 1-year probationary period OR 2-year trial period.
• Upon completion of your probationary/trial period, your employment will be terminated unless you receive certification, in writing, that your continued employment advances the public interest.
• Information Assurance Certification is a condition of employment. This position includes information assurance (IA) work as a paramount duty requirement.
• The incumbent of this position must achieve the appropriate IA certification within six months of
  assignment of these duties. A waiver of this six-month requirement may be granted.
• Failure to receive the proper IA certification may resulting removal from this position. This position has been designated as IA Level II, Security + Certification.

Qualifications

In order to qualify, you must meet the requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Information Technology (IT) Management Series 2210 (Alternative A).

SPECIALIZED EXPERIENCE: Applicants must have IT-related experience demonstrating each of the following four competencies: Attention to Detail, Customer Service, Oral Communication, and Problem Solving AND have one (1) year of specialized experience equivalent to the GS-11 grade level or equivalent pay systems. Specialized experience includes: Application of IT network systems design principles, methodologies, and approaches used in developing, testing, installing, operating, managing, and maintaining network services that support functional requirements; Utilization of network architecture, topology, and protocols sufficient to plan, design, develop, and integrate network systems consistent with existing or planned network infrastructures, resolve unusual and difficult issues, and create new techniques for use; Applying the methods, techniques, and processes for the integration and optimization of system components, infrastructure requirements, and test and evaluation methods sufficient to install and operate large and complex network programs and provide technical guidance to others in designing, testing, operating, and maintaining programs pertaining to networks.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

1. Knowledge of a full range of network systems (LAN/WAN) design principles, methodologies, and approaches used in developing, testing, installing, operating, managing, and maintaining network services that support functional requirements.

2. Knowledge of the network architecture, interrelationships, operating modes, configuration, topology, and protocols typically found at base and enterprise level.

3. Knowledge of network operating and maintenance concepts and methods to troubleshoot network problems.

4. Knowledge of complex configuration management techniques, and requirements appropriate to managing base and enterprise level network systems.

5. Ability to gather facts and use effective analytical and evaluative methods to assess information, plan the sequence of actions necessary, make sound decisions, and solve a variety of network problems; and to analyze component interrelationships and evaluate network systems and computer applications from an operational perspective.

6. Ability to maintain an up-to-date awareness of technological advances and predict how management can meet future requirements

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
