Supervisory Administrative Officer

Summary The position is located at the Ralph H. Johnson VA Medical Center (RHJVAMC) under Veterans Experience (VE). The purpose of the position is to direct and perform all administrative functions that include administration, human resources management, budget and finance, management and program analysis, office support services, document control, logistics, and a variety of related administrative matters in support of a medical facility Responsibilities Duties include but not limited to: Directs and oversees administrative operations including HR, budget, logistics, and program support Advises leadership on administrative policies, HR matters, and operational impacts Develops and implements administrative policies, SOPs, and process improvements Plans and executes programs ensuring staffing, space, and resources meet operational needs Analyzes organizational performance, identifies inefficiencies, and implements corrective actions Manages budget execution, financial oversight, and purchase card program compliance Coordinates with internal/external stakeholders to resolve operational issues and align priorities Supervises staff including performance management, hiring, discipline and development. Conducts program evaluations and develops recommendations to improve efficiency and effectiveness Oversees supply, property, and logistical support functions for the service Leads projects and initiatives to improve administrative and clinical support operations Ensures compliance with policies, regulations, and internal control systems Resolves complex administrative and personnel issues impacting operations Work Schedule: 7:30 - 4:00 Monday - Friday. Qualifications To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 06/01/2026. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-9. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-9 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Extensive knowledge of a full range of functional areas such as human resources, purchasing, supply and property management, records management, financial management and budget, and related administrative areas to ensure compliance with established policies, practices, procedures, and controls. Extensive knowledge of management analysis principles and concepts; a thorough knowledge of the medical facility mission, functions, goals, and objectives; organizational structure and individual program responsibilities; and relationships with agency organizations to conduct studies and evaluations regarding medical facility operations and activities. Ability to identify problems and potential problem areas based on daily observance or studies; analyze and measure the effectiveness, efficiency, and productivity of administrative programs; and develop written and oral recommendations for improvement. Knowledge of administrative concepts, principles, and practices sufficient to foresee problems and perform independent studies designed to evaluate procedures/processes. Develops and recommends ways to improve the effectiveness, efficiency, and timeliness of work operations.. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have Ph.D or or equivalent doctorates degree or 3 full years of graduate education leading to such a degree or LLM if related. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond 2 years of doctoral education. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: The work is sedentary. It occasionally requires carrying of light objects such as files, books, and papers; some walking, standing, and bending.
