EDUCATION/CERTIFICATIONS MANDATORY

No specific degree, certification, or professional license is expressly mandated by the RFQ/PWS. Candidate must demonstrate the required relevant legal/policy, paralegal analyst, or civil rights professional background and experience.

WORK EXPERIENCE MANDATORY

At least 3 years of Federal-sector civil rights experience involving applicable program discrimination statutes. Demonstrated Federal civil rights program complaint adjudication experience, program/workload management, quality assurance, Federal administrative processes, legal/policy analysis, technical writing, and ability to manage strict deliverable timelines.

EDUCATION/CERTIFICATIONS NICE TO HAVE

J.D., law degree, paralegal credential, civil rights/EEO investigation training, or other relevant legal/policy education, where supported by the candidate resume.

WORK EXPERIENCE NICE TO HAVE

USDA/OASCR program complaint operations; management of civil rights intake, investigation, adjudication or comparable Federal case-processing programs; corrective-action tracking; privacy/PII controls; experience coordinating multidisciplinary legal/policy staff.

ROLES AND RESPONSIBILITIES

Manage contractor personnel and work assignments; serve as primary management interface; oversee intake, investigation and adjudication workflow; monitor schedules and case milestones; ensure qualified personnel are assigned; implement QA/QC and legal-sufficiency controls; track corrective actions; manage risks and mitigation plans; ensure privacy, confidentiality, security and 508-compliant deliverables; coordinate timely corrections and maintain performance standards.
