JC-532876 - Public Utilities Regulatory Analyst IV $8,766.00 - $10,973.00 per Month Final Filing Date: 10/2/2026 The California Public Utilities Commission (CPUC) is seeking a Public Utilities Regulatory Analyst IV to lead policy development and help to oversee program implementation for the regulation of transportation charter-party carriers (TCPs), passenger stage corporations (PSCs), and vessel common carriers (VCCs) in California. This role sits within the CPUC's Transportation Licensing and Analysis Branch (TLAB) which regulates for-hire transportation companies, common carriers, transportation network companies (TNCs) like Uber and Lyft, and AV passenger service providers including Waymo. The position is a policy and program implementation role: you will help to develop policy as well as implement existing programs related to the permitting of transportation companies. Under the general direction of the Program and Project Supervisor (PPS), the incumbent serves in a lead capacity advising management and Commissioners on complex transportation matters. The incumbent provides expert guidance on policy development, regulatory issues, legislation, and strategic initiatives impacting the transportation sector. The incumbent assists in drafting formal Commission decisions and orders, ensuring clarity and compliance with legal and regulatory standards. The incumbent supports management in the planning, coordination, and oversight of key Transportation Operations and Programs subprograms. These subprograms include, but are not limited to: customer service, website management, insurance, vehicle safety, user fees, Public Records Act requests, controlled substance and alcohol testing, and database operations. The incumbent reviews work products in the Transportation Operations and Programs Section to ensure alignment with policies and standards, and promotes consistency and quality in program delivery. The incumbent also develops written policies, procedures, and guidance documents. Provide expert guidance on policy development, regulatory issues, legislation, and strategic initiatives impacting the transportation sector. Assist in drafting formal Commission decisions and orders, ensuring clarity and compliance with legal and regulatory standards. Support management in the planning, coordination, and oversight of subprograms including but not limited to: customer service, website management, insurance, vehicle safety, user fees, Public Records Act requests, controlled substance and alcohol testing, and database operations Review work products to ensure alignment with policies and standards and promote consistency and quality in program delivery as well as develop written policies, procedures, and guidance documents Engage with internal stakeholders such as Commissioners, Transportation Enforcement, and the Administrative Services Division as well as external stakeholders including transportation companies, insurance providers, government agencies, drug and alcohol testing providers, and the general public to address transportation-related matters as well as coordinate with agencies such as the California Department of Motor Vehicles, California Highway Patrol, and California airport authorities on regulatory issues and joint activities You will find additional information about the job in the Duty Statement . Working Conditions This is a statewide recruitment. This position can be filled in the following locations: Sacramento, San Francisco or Los Angeles. All identified locations will be considered as one candidate pool to fill one position. This is a hybrid position that will require the selected candidate to report to their assigned headquarter office a minimum of two (2) days a week. Hybrid positions may be eligible for telework under California Government Code Section 14200 for eligible applicants residing in California. Desirable Qualifications At least two years of experience working in the transportation sector. Examples of relevant transportation sector experience include public or private sector transportation policy, planning, operations, or research experience on issues of transportation safety, electrification, automation, accessibility, or sustainability. At least one year of experience working in a licensing program or permitting program for businesses or other entities.
