Senior Accounting Officer (Specialist)

The Senior Accounting Officer, Specialist (SAO) performs professional accounting duties for the Accounts Receivable and Cashiering Unit. The position serve as the primary reimbursement lead and liaison for the department billing programs, working with program staff and customers to ensure accurate and timely billing, resolve reimbursement issues, and comply with applicable agreements, policies, and procedures.


Key Responsibilities:

• Process invoices and billings
• Track payments and collect past-due accounts
• Issue Refunds
• Maintain customer accounts and audit records
• Prepare journal entries and account adjustments in FI$Cal
• Support the administration of AB 1312
• Process penalty assessment invoices
• Notify hospitals of delinquent penalties
• Apply strong accounting, analytical, and problem-solving skills
• Provide excellent customer service and communicate effectively
• Maintain attention to detail and complete assignments accurately and within established deadlines

Effective July 1, 2025, specific Bargaining Units and associated Excluded State employees are subject to a salary reduction between 2% - 4.62% in exchange for

Working Conditions


HCAI is housed in a state-of-the-art building outside of downtown off Interstate-5. Enjoy a great work environment with many amenities, including FREE PARKING and fully equipped electric vehicle charging stations. HCAI is close to many dining and shopping choices in the Natomas area.


HCAI supports a hybrid telework schedule for many positions, consistent with operational requirements. Telework schedules are only available for CA residents. The telework policy is subject to change, and additional in-office days may be required and/or minimal notification may be given to report to the worksite if an urgent need arises.
