About the Indiana State Personnel Department (INSPD):
As an agency operating a shared services model, we provide the executive branch of state government with top-notch HR services. INSPD has a dedicated team of human resources professionals working in many capacities, including director-level, generalists and specialists in each discipline of human resources. Role Overview:
The INSPD Finance Division is seeking a detail-oriented and motivated Accountant 1 to support financial operations including accounts receivable, accounts payable, procurement functions (DPAP Certified) , asset management, travel processing, and general ledger support. This position plays an essential role in ensuring compliance with INSPD internal control standards and State Board of Accounts requirements.
Key Responsibilities:
- Receive, verify, and process payments from employees, agencies, quasi-agencies, and vendors.
- Prepare ROC reports, process deposits (check and wire), and ensure timely posting in PeopleSoft Financials.
- Maintain accurate AR logs and reconciliation records.
- Review invoices for accuracy and compliance, including PO matching, receiving documentation, vendor details, and pricing validation.
- Prepare payment vouchers, upload supporting documentation in PeopleSoft, and work with Auditor of State for payment.
- Ensure segregation of duties and compliance with INSPD internal controls.
- Assist with procurement activities including requisitions, purchase orders, contract verification, and coordination with IDOA and vendors.
- DPAP-certified or ready to be certified within 6 months.
- Enter journal entries related to AR, AP, procurement, deposits, and adjustments.
- Support monthly, quarterly, and annual closing activities.
- Maintain accurate asset inventory records, coordinate updates, and assist with periodic audits.
- Review and process employee travel reimbursements according to State travel policy.
- Verify receipts, mileage logs, per diem calculations, and policy compliance.
Salary:
The salary for this position traditionally starts at $53,222.00 but may be commensurate with education and work experience. Use our to view the total compensation package.
A Day in the Life:
The essential functions of this role are as follows:
- Prepare, examine, and analyze accounting records financial reports to assess compliance with procedural standards.
- Maintain or examine the records of government agencies.
- Advise the appointing authority and/or controller of the status of all accounts.
- Develop policies and procedures for general accounting and bookkeeping.
- Oversee usage of the computerized accounting system.
- Establish work methods and control measures for accounting/bookkeeping functions.
- Certify the accuracy of the agency’s financial records and accounts.
- Review reports for grant reconciliation for grant funded accounts.
- Direct program staff in accounting matters relating to specific program funding.
- Assist controller in budget preparation.

This position is exempt from overtime compensation for additional work hours which may be required to complete essential functions or other assigned work. Exempt employees may work more than 75 hours in a pay period without additional compensation and must report a minimum of 75 hours per pay period of work hours and/or paid leave taken to receive their base biweekly salary.

Individuals in this role should minimally be able to articulate or demonstrate the following:
- Extensive knowledge of the theories, principles, and practices of public accounting.
- Extensive knowledge of federal and state laws, policies, and procedures as they pertain to accounting and bookkeeping.
- Extensive knowledge of agency organization, function, and purpose.
- Extensive knowledge of automated accounting systems.
- Ability to lead budget preparations.
- Ability to direct the preparation and interpretation of complex financial statements and reports.
- Ability to analyze and solve complex accounting problems.
- Ability to develop new, or modify existing, accounting procedures and methods.
- Effective communication skills.

Supervisory Responsibilities/Direct Reports:
This role may serve as a team lead for an assigned work group.
