Program Director

• 15–20 years of overall IT experience with 8–12 years leading large-scale, enterprise IT transformation or delivery programs; PMP or PMI certification required. Proven ability to manage multi-workstream programs spanning application modernization, infrastructure transformation, and organizational change, with full accountability for scope, schedule, budget, and quality across a portfolio of interdependent projects.
• 5+ years directing cloud or legacy modernization transformation programs (e.g., platform migration, application modernization, infrastructure transformation) at the program level — deep technical knowledge of the source or target platforms is not required; the emphasis is on program governance, delivery methodology, risk/issue management, and orchestrating technical workstream leads, architects, and vendors toward committed milestones.
• Demonstrated experience managing enterprise program budgets ($5M+ programs preferred), tracking EBITDA/financial impact of transformation initiatives, and presenting status, risks, and financial performance to senior executive and VP-level stakeholders.
• Strong vendor and third-party delivery partner management experience — negotiating SOWs, managing SI/vendor performance against SLAs, and coordinating multiple delivery partners working in parallel across workstreams.
• Experience establishing and running program governance structures — steering committees, RAID logs, stage gates, change control boards, and executive status reporting cadences — across large, matrixed organizations.
• Working familiarity with Agile/SAFe and traditional waterfall delivery methodologies, with the ability to flex governance approach depending on workstream needs.
• Own end-to-end delivery of the mainframe-to-AWS cloud modernization program, Budget, and Payless brands — accountable for overall program scope, schedule, budget, quality, and business outcomes.
• Report directly to the VP of Transformation, providing regular executive-level updates on program health, milestones, risks, financial performance, and escalations requiring leadership decisions.
• Establish and run the program governance model — steering committee cadence, stage gates, change control, and RAID (risks, assumptions, issues, dependencies) management — across all workstreams.
• Lead and coordinate cross-functional workstream leads (technical architecture, engineering, infrastructure, QA, business change management) to ensure workstreams are aligned, sequenced correctly, and dependencies are proactively managed.
• Own the program budget — track spend against forecast, manage variance, and report financial performance and EBITDA impact to the VP of Transformation and finance stakeholders.
• Manage relationships with delivery vendors and systems integrators supporting the modernization effort — negotiate and oversee SOWs, monitor vendor performance against SLAs, and resolve vendor escalations.
• Drive resolution of cross-workstream risks and issues, escalating and securing executive decisions where needed to keep the program on track.
• Partner with business stakeholders, Budget, and Payless to align the modernization roadmap with business priorities, minimize disruption to operations, and manage organizational change readiness.
• Define and track program-level KPIs and success metrics, ensuring the program delivers measurable business value (cost savings, performance improvements, risk reduction) at each milestone.
• Maintain program-l evel documentation as a delivery standard — charter, roadmap, RAID log, steering committee decks, and lessons learned — ensuring transparency and auditability throughout the program lifecycle.
• Support planning and execution of the parallel-run and cutover phases from mainframe to cloud, coordinating across technical teams to ensure a controlled, low-risk transition.

Salary Range-$120,000-$160,000 a year
