Rutgers, The State University of New Jersey, is seeking an Emergency Management Specialist for the Division of Institutional Planning & Operations (IP&O). Under the supervision of the Director of Emergency Management, the Emergency Management Specialist performs a variety of technical, analytical and administrative duties related to planning, design, implementation and maintenance of Emergency Operational, Safety, and Security Plans. The scopes of support will extent to all emergency management planning and operational functions.

Among the key duties of this position are the following: Provides problematic and technical assistance to coordinate emergency systems and advise the OEM Director and Public Safety Administration on all matters related to technical aspects. Continually inspects for and assesses hazards using an "All Hazards" approach. Provides event assessment to determine level of planning, resources allocation and operational direction. One-on-one communicator of university policies and procedures. Responds to the activation of the Emergency Operations Center during times of emergencies and requests for crisis assistance and management. Participates in the preparation of annual and multi-year comprehensive operational development plans. Assist with site assessments in association with disasters, hazard assessments and investigations. Participates in activities and meetings with stakeholder, professional associations and officials in the area of their expertise. Brings to the attention of the Director circumstances that could develop into widespread internal/external risk. Functional Group leader – for projects, surveys and time sensitive assignments.

Minimum Salary - 71447.000

Mid Range Salary - 90435.000

Maximum Salary - 109422.000

Qualifications

Minimum Education and Experience - Bachelor's degree in emergency management, business, government, or related field and two years' relevant experience or an equivalent combination of education and experience in law enforcement, fire, emergency medical, safety, or security, which demonstrates the ability to: (1) create plans designed to address specific institutional needs, (2) effectively prepare written plans, policies, and procedures that support the programs, and (3) effectively assists individuals or groups in the application of these plans, policies, and procedures.

Certifications/Licenses - Valid Driver's License

Required Knowledge, Skills, and Abilities - Should have thorough knowledge of emergency management principles and the requirements for conducting effective emergency field operations. The applicant must have the ability to function effectively for extended periods under stressful conditions despite multiple concurrent tasks and constant interruptions. Training and experience sufficient to take first level of NIMS certification with the intent to continue towards certification as National Incident Management System (NIMS) I 200 and I300. As part of the Emergency Management Team, must be able to respond to emergency situations during and after regular business hours, and on weekends and holidays.
