Position Details Recruitment/Posting Title: Emergency Management Specialist Job Category: Staff & Executive - Security and Public Safety Department: Emergency Management Services Overview The Division of Institutional Planning & Operations (IP&O) employs a workforce of approximately 2,700 staff, represented by 15 collective negotiations agreements, and is responsible for institutional strategic initiatives and operations, which encompasses an expansive range of comprehensive service and business operations across the State of New Jersey. These include planning and construction, facilities, public safety and emergency operations, environmental health and safety, transportation, housing, and auxiliary/retail operations. Posting Summary Rutgers, The State University of New Jersey, is seeking an Emergency Management Specialist for the Division of Institutional Planning & Operations (IP&O). Under the supervision of the Director of Emergency Management, the Emergency Management Specialist performs a variety of technical, analytical and administrative duties related to planning, design, implementation and maintenance of Emergency Operational, Safety, and Security Plans. The scopes of support will extent to all emergency management planning and operational functions. Responsibilities Provide problematic and technical assistance to coordinate emergency systems and advise the Emergency Management Director and Public Safety Administration on all matters related to technical aspects. Continually inspect for and assess hazards using an "All Hazards" approach. Provide event assessment to determine level of planning, resources allocation and operational direction. One-on-one communicator of university policies and procedures. Respond to the activation of the Emergency Operations Center during times of emergencies and requests for crisis assistance and management. Participate in the preparation of annual and multi-year comprehensive operational development plans. Assist with site assessments in association with disasters, hazard assessments and investigations. Participate in activities and meetings with stakeholders, professional associations and officials in the area of their expertise. Bring to the attention of the Director circumstances that could develop into widespread internal/external risk. Serve as Functional Group leader for projects, surveys and time sensitive assignments. Qualifications Minimum Education and Experience Bachelor's degree in emergency management, business, government, or related field and two years' relevant experience, or an equivalent combination of education and experience in law enforcement, fire, emergency medical, safety, or security, which demonstrates the ability to: create plans designed to address specific institutional needs; effectively prepare written plans, policies, and procedures that support the programs; effectively assist individuals or groups in the application of these plans, policies, and procedures. Certifications/Licenses Valid Driver's License Required Knowledge, Skills, and Abilities Thorough knowledge of emergency management principles and the requirements for conducting effective emergency field operations. Ability to function effectively under stressful conditions with multiple concurrent tasks. Training and experience sufficient to attain first level of National Incident Management System (NIMS) certification with the intent to continue towards NIMS I-200 and I-300. As part of the Emergency Management Team, must be able to respond to emergency situations during and after regular business hours, including weekends and holidays. Must have qualifications in various emergency management domains as described in the following sections. Required Certifications/Training National Incident Management Certification Incident management IS 700, IS 100, IS 200, or equivalent FEMA courses Area Specific Qualifications (must have qualifications in any two of the following areas) Emergency Management courses, FEMA IS 800 (National Response Plan), FEMA Professional Development Series, IS 139, Fundamentals IS 230a, IS 235, IS 240, IS 241, IS 242, IS 244, counter terrorism training, and IS 300 or 400 level Fire — New Jersey Firefighter I and II; NJ Incident Management Level I; NJ Emergency Medical Technician - Defibrillator; NJ Fire Inspector or Fire Official; NJ Fire Service Instructor I or II; Arson Awareness Security — CPP, PSP, IACLEA-related courses and other listed security certifications; experience with CUPSA and related supervisory training Experience and familiarity with resources for technical judgments in emergency management; knowledge of regulations and professional practice; event planning and exercise design experience; ability to develop lessons learned and implement corrective actions Preferred Qualifications Three years supervisory experience in emergency services (law enforcement, fire, emergency medical, safety, or security) with ability to create plans and manage staffing and operations with limited supervision; strong interpersonal skills within a university community. Excellent communication skills (oral and written) and time management; active professional safety/security/emergency management involvement; CPP or PSP certification desirable, or related state licenses/certifications.
