Executive Opportunity

Community Action Partnership of Strafford County (CAPSC), a highly respected nonprofit organization with a 60-year history of service, seeks a Chief Operation Officer (COO) to lead and elevate its administrative and operational functions. This is a pivotal executive leadership role for a results-driven advancement professional who thrives in mission-centered, complex organizations.

CAPSC operates with an annual budget of approximately $19 million and a staff of 147, delivering essential services—including food security, housing, early childhood education, utilities assistance, transportation, and emergency shelter—across 13 communities in Strafford County, New Hampshire.

Position Summary

The Chief Operations Officer provides executive leadership and oversight of CAPSC’s administrative and operational functions, including Human Resources, Information Technology, Facilities, and Property Development. The position has primary leadership responsibility for the agency’s human resources function, including workforce planning, recruitment and retention, employee relations, compensation and benefits, performance management, policy development, regulatory compliance, and organizational culture.

The COO works closely with the CEO and senior leadership team to ensure CAPSC has the workforce, systems, policies, facilities, and infrastructure necessary to effectively carry out its mission and support agency programs and operations.

Key Responsibilities

• Provide executive leadership and oversight of all Human Resources functions, including recruitment, retention, onboarding, compensation, benefits, employee relations, performance management, and separation of employment.
• Develop, implement, and maintain personnel policies, procedures, and practices that support CAPSC’s mission, organizational culture, and operational needs.
• Ensure compliance with applicable federal and state employment laws, regulations, funding requirements, and agency policies.
• Advise and support the CEO, leadership team, managers, and supervisors on employee relations, performance management, staffing, organizational structure, and complex personnel matters.
• Lead workforce planning and employee recruitment and retention strategies to ensure CAPSC can attract, develop, and retain a qualified workforce.
• Oversee compensation and benefits administration and periodically evaluate salary structures, benefits, job classifications, and other employment practices for competitiveness, equity, sustainability, and compliance.
• Oversee employee investigations, corrective actions, grievances, and other sensitive employee relations matters in consultation with the CEO and legal counsel, as appropriate.
• Provide leadership and oversight of centralized agency operations, including Information Technology, Facilities, Support Services, records management, telecommunications, security, transportation, and other administrative functions.
• Ensure administrative and operational functions effectively support CAPSC programs, employees, and service delivery.
• Ensure compliance with contractual requirements, insurance requirements, applicable government regulations, and workplace and facility safety standards.
• Oversee agency technology, equipment, physical assets, and operational infrastructure and identify opportunities for modernization, efficiency, and improvement.
• Plan and oversee short- and long-term facility maintenance, capital improvements, renovations, security, energy efficiency, and space utilization.
• Oversee the preparation, analysis, negotiation, and administration of contracts related to equipment, materials, supplies, products, professional services, facilities, and other operational needs.
• Oversee the acquisition, management, distribution, storage, and appropriate disposition of agency equipment and supplies.
• Provide executive oversight of agency facilities, real estate, building operations, maintenance, property development, and related projects.
• Direct and support Facilities staff and other personnel within assigned operational areas.
• Collaborate with Program Directors and other members of leadership to identify and respond to operational, staffing, facility, technology, and administrative needs across the agency.
• Perform other duties as assigned in support of CAPSC’s mission and organizational objectives.

Ideal Candidate Profile

Bachelor’s degree in Human Resources, Business Administration, Organizational Leadership, Public Administration, or a closely related field preferred, with at least five years of progressively responsible management experience, including significant responsibility for human resources, employee relations, and organizational operations.

An associate degree with at least ten years of progressively responsible management experience, including demonstrated human resources leadership, may also be considered. An equivalent combination of education, training, and relevant experience may be accepted. Experience in a nonprofit, human services, governmental, or similarly complex organization is preferred. SHRM-CP, SHRM-SCP, PHR, SPHR, or comparable professional certification is preferred but not required.
