OVERVIEW
Assignment
The Business Systems Analyst 3 position is located in ***'s (BPA's) Transmission Engineering and Internal Operation (TEB) on the Operational Excellence & Compliance (TEBO) Team. The position will focus on a combination of Business Systems Analysis, Solution Development, end user support, and governance oversight, using various development tools with SharePoint in support of Transmission Engineering and Technical Services (TE). The Business Systems Analyst 3 will facilitate the analysis and definition of current-state processes, recommend and develop solutions and support system reliability. The position will also support both large transformational initiatives as well as desk-level improvement initiatives within TE. This position will support business users of SharePoint.
Organization
Transmission Engineering Operational Excellence and Compliance (TEBO) is responsible for providing project management (PM) services, change management (CM), business analytics (BA or BSA), compliance, and the Reliability Standards Owner (RSO) for all of TE and, at times, all of Transmission. The organization is responsible for providing performance and metrics dashboards and SharePoint governance for TE. TEBO will facilitate the improvement of TE's policies, processes, and procedures while maintaining focus on managing change.
TEBO is a trusted leader in delivering industry standard best practices to bring efficient and effective operational project management, change management, business analysis, data analytics, compliance and Reliability Standards Ownership for the improvement of Transmission Engineering's business operations creating a culture of continuous improvement where people are empowered to identify and eliminate inefficiencies, thereby improving overall performance. Technical experts promote the development and integration of advanced technologies to improve system reliability and reduce costs.
The ideal candidate will possess strong communication and facilitation skills, as well as a proven record for navigating amidst ambiguity.
ASSIGNMENT RESPONSIBILITIES
Note: All official drafts, documents and recommendations, as listed below, must be reviewed, finalized and approved / accepted by appropriate BPA manager or other federal personnel with the authority to do so.
Support Requirements Development:
Plan, organize and facilitate process improvement and business process documentation sessions in support of the Engineering and Technical Services (TE).
Research, analyze, model and organize information for developing requirements.
Decompose high-level information into details and abstract up from low-level information to distinguish between solution ideas and business needs.
Facilitate requirements, validation sessions and present findings.
Work with BPA manager/federal personnel to facilitate resolution of requirement conflicts between stakeholders.
Solution Development and Proposal:
Design, architect, build and recommend solutions based on requirements and best practices approved by BPA Management.
Facilitate/assist in technical process improvement initiatives
Research and develop methods to automate repetitive manual data manipulations.
Use Rapid System Development methods to build prototypes.
Propose solutions to BPA Management that integrate the various Portfolio, Project, GIS and Asset Management systems.
Complete all documentation in support of the solution, including use cases, requirements, test plans, process maps, and desk procedures.
Assist in the development of Business Cases/Justifications for the identified improvement opportunities and present the proposed solutions in both verbal and written formats to key stakeholders and sponsors.
Solution Build:
Prepare functional and technical documentation for hand-off to IT workgroups or vendors when applicable.
Work closely with corporate IT development teams to encourage a smooth build.
Draft documentation for solution descriptions and technical specifications.
Design, build, and implement BPA management approved both no-code and custom solutions within SharePoint approved by BPA Management.
Build business intelligence objects and reports from various source systems.
Create user interfaces in both Project Web Access (PWA) and SharePoint.
Draft and build electronic forms to support business processes.
Create queries and reports in MS Access for extracting, manipulating, and reporting of business architecture-related information.
Implementation and Change Management:
Support development and implementation of BPA management approved change management plans that reduce employee resistance and empower management as change sponsors.
Facilitate various system verification activities such as systems and user testing.
Draft and deliver process and systems training to impacted employees.
Facilitate system and data integration efforts to connect disparate systems that have various levels of System Life Cycle (SLC) maturity.
Solution Maintenance:
Provide first line technical support to business users of the developed solutions.
Complete and improve technical solution documentation.
Analyze solutions and business practices for efficiency and effectiveness. Based on the analyses, initiate continuous improvement initiatives.
Promote the adherence to Software Development Life Cycle (SDLC) processes.
Help the project meet business, schedule, and budget objectives. Alert the BPA manager of any noted concerns or potential issues.
REQUIREMENTS
Education & Corresponding Experience (required on matrix)
Master's Degree in Information Technology, Business Systems or a directly-related technical discipline is preferred.
Bachelor's Degree in Information Technology, Business Systems, or a directly related technical discipline is preferred.
With an applicable Bachelor's degree, 8 years of experience is required.
Without an applicable Bachelor's degree, 12 years of experience is required.
Experience should be consistent with the specific requirements of business and systems analysis and progressively more technical in nature.
Required Technical Skills & Experience (required on matrix)
SharePoint development experience including expert level experience developing SharePoint composite/no-code solutions consisting of web parts, lists, libraries using SharePoint Server 2010/2016.
Ability to develop and manage SharePoint content types and taxonomy to improve document management and search functionality.
Advanced to Expert level knowledge of SharePoint Designer (especially workflow creation).
Experience with web front end development, HTML, JavaScript, jQuery, CSS, XML, XSLT, JSON
Advanced knowledge of Visio and/or other flowchart tools.
Ability to design and create MS Access Database solutions from scratch.
Advanced VBA, ADO/DAO and Access SQL skills.
Intermediate to advanced knowledge of user interfaces, navigation form and subforms.
Experienced in repair and enhancements of existing MS Access Database solutions.
Experienced with front-end and back-end database components.
Experienced with SharePoint integration.
Preferred Skills & Experience (optional on matrix)
Expertise in PowerShell, CSOM, and .NET development (specifically for SharePoint Web Parts).
Experience in Project Management roles.
Experience in Jama Contour or HPQuality Center.
Energy/utility industry experience.

Attendance at all conferences, workshops, training, etc. must be pre-approved by SLMO. Requests will be reviewed on a case-by-case basis. Approval is subject to the most current guidance provided to SLMO by BPA or DOE and is subject to change at any time. Disposing Govt. Property
All decisions regarding the disposal of BPA property must be made by appropriate federal personnel; and all property dispositions must be directed and controlled by the Investment Recovery Center (IRC).
Dissemination of Agency/Policy Information / Training
All training and any information that is to be disseminated must be either 1) per established policy, process, procedure, or practice; or, 2) reviewed, finalized and approved by appropriate BPA federal personnel.
Inspection / IT Testing
Processes and procedures must ensure Federal personnel review inspection findings and CFTE recommendations before acceptance or rejection of material(s) / item(s).
HR Support
CFTE may assist with HR functions per established procedures, processes and guidelines (e.g., timekeeping).
All work products must be reviewed and finalized by appropriate federal employees.
Policy Development
BPA's process for Policy development includes multiple levels of federal review prior to acceptance / adoption.
Interpretation of Policy/Regulations
Only BPA federal employees may determine the applicability and interpretation of regulations.
CFTE are not permitted to "interpret" regulations for or on behalf of BPA. Regulations are interpreted by federal personnel and communicated via standards, guides, policies and processes.
Representing BPA
Contract workers are required to identify themselves and their employer in signature blocks, in introductions and have a nameplate outside their cubicle.

NON-CRAFT HIRING SAFETY TRAINING MATRIX Purpose:
The Contract Full Time Equivalent (CFTE) Hiring Safety Training Matrix is a hazard assessment for CFTE personnel routine tasks. It is intended to set a common understanding on training requirements between the CFTE personnel and the *** (BPA) managers/supervisors. BPA Requesting Managers should complete this form and coordinate with BPA Supplemental Labor Office during the procurement process to ensure the CFTE position includes a list of required trainings associated with identified tasks, conditions, and exposures. Each task, condition, and exposure indicate which training courses are required, who shall provide those trainings, and when those trainings shall occur.
This form is intended only as a reference document for contractors.

The listed tasks, conditions, and exposures are not all inclusive. New processes, unusual tasks, or equipment may trigger the need for specialized training. Consult with your local Safety Manager or BPA Safety Training Manager for guidance.
BPA provided safety training will be the same training provided to Federal Workers.
For the "General Comments" section, BPA Requesting Managers can list anything that was not already covered and provide clarification to the BPA COR to better understand the CFTE position. It may include tasks, conditions, and/or exposures that are unique to a particular position, work site, or person.
