Job Title: Horizon Technical Lead (HTL)

Duration : Multi-year, phased assignment (estimated April 2026 – September 2029). Initial phases consist of intermittent design review support (4–5 weeks per phase) through early 2027, followed by full-time, on-site support during construction of Building A and Site Improvements (February 2027 – July 2028), Building B (July 2028 – March 2029), and Building C (March 2029 – September 2029). All dates are subject to change

Location : Grand Junction, CO. Remote work: Yes and No – remote/hybrid work is available during the periodic design review phases, but full-time, on-site presence at Horizon Drive is required during construction phase

Summary

Technical Lead (HTL) to support the DOE-LM Real Estate Team with design and constructability reviews of plans and specifications, and to serve as the full-time, on-site lead during the renovation in Grand Junction, Colorado. Reporting to the Director, Asset Management (or an authorized representative), the HTL will develop and implement a project-specific Quality Control (QC) process, perform site inspections before, during, and after construction, maintain detailed documentation including a deficiency log, identify and help resolve non-compliance issues, prepare regular quality reports for DOE-LM, and ensure all work complies with applicable safety regulations (including OSHA) and environmental standards.

Required Qualifications

• Bachelor’s degree in Construction Management or equivalent experience
• Minimum of 10 years of construction experience with a proven record of quality control, inspections, or project management
• Minimum of 10 years of general contractor experience as a superintendent or project manager, with knowledge of civil, structural, mechanical, plumbing, electrical, and architectural disciplines in commercial-type construction
• Knowledge of International Building Codes, NFPA, NEC, ISO, and other applicable codes and standards
• OSHA 30 certification

Other Desirable Qualifications

• Proficiency in reading blueprints, understanding specifications, and using project management software
• Strong leadership, analytical skills, attention to detail, and communication abilities
• Certified Construction Quality Manager
• Supervisory experience on commercial building construction projects
• Experience with federal or DOE facilities
• Knowledge of DOE orders and/or guides
