Director of Planning and Building

Working under the policies, budgets, and directives established by the Town of Zionsville, the Director is the lead staff responsible for managing the planning, permitting, inspections, and code enforcement functions within the Town. The Director may serve as Building Commissioner and Floodplain Administrator.

Duties and responsibilities

• Oversees and directs the functionality of the Planning and Building Department, including staff members responding to constituent services associated with:

  • review and processing of appeals, development code amendments, development plan amendments, development plan approvals, modifications of development/zoning commitments, primary plat amendments, rezonings, secondary plats, special exceptions, vacations of plats, vacations of public ways, variances of development standards, variances of use, and zoning determinations;
  • improvement location permits and inspections of buildings and infrastructure associated with entitlements; and
  • floodplain determinations and floodplain development permits.

• Supports Department interaction with, and presentations before, the following Town boards, commissions, and entities, and represents the Department before these bodies in the Director's absence: Impact Fee Review Board, Plan Commission (PC), Board of Zoning Appeals (BZA), and Zionsville Architectural Review Committee (ZARC).

  Oversees Department interaction with the Town Council

  Directs programs, projects, and studies led by the Town and/or its consultants in which the Department is the designated team leader.

• Responsible for establishment of the yearly Department budget as well as budgets associated with boards, commissions, and entities to which the Director is charged with overseeing and directing procedures, as well as fiscal management of the established budget(s).
• Sets clear performance expectations for the department and team members. Regularly evaluates performance and provides feedback to employees.
• Consults with, and makes recommendations to, supervisor and Human Resources regarding employee disciplinary action.

Qualifications

• A minimum of 10 years of combined employment experience in the fields of urban planning, building inspections, code enforcement, and floodplain administration. Strong knowledge of local zoning laws code interpretation, environmental impact frameworks, GIS applications and public policy processes.
• A minimum of seven years of supervisory experience (serving in a managerial role in government, non-profit, and/or for-profit sectors) in the fields of urban planning, building inspections, code enforcement, and floodplain administration.
• This position requires a minimum of a bachelor's degree in the fields of public administration, construction management, or professional urban planning.
• Certification from the American Institute of Certified Planners (AICP) preferred.
• An advanced degree in public administration, construction management, or professional urban planning is desirable.
• This position requires a pleasant, professional demeanor, good language skills, and the ability to work well with a diverse group of people.
• Strong written and verbal communication skills, intrapersonal skills and problem-solving skills required.
• Demonstrated knowledge and skill in the use of office computer systems and equipment is required.
• Valid Indiana Driver's License.

Working conditions

The individual works in a combination of office and field environments with exposure to dust, odors, and noise. May complete tasks outdoors in all types of weather. May be required to work outside of normal business hours.

Environmental Conditions and Safety Concerns

Incumbent performs a majority of duties indoors and in a vehicle and is occasionally exposed to normal hazards associated with building inspections, such as machinery, traffic, noise, grease, dirt, dust, vehicle fumes, blood borne pathogens and other infectious materials, extreme temperatures and inclement weather. Safety precautions must be followed at all times to avoid injury to self and others.
