Why does the job exist?

The Tribal Liaison Manager will:
  • Develop, direct and implement the Native American Liaison program in accordance with the Government-to-Government Policy Agreement and resultant Tribal Consultation Protocol for the Health Care Authority's (HCA) Office of the Secretary (OOS);
  • Demonstrate experience working with Tribes, Nations and Pueblos and preferably Indian Health Services to promote positive relationships and foster improved communication.
How does it get done?

The Tribal Liaison Manager is responsible for:
  • Leading and coordinating Native American initiatives and develops policy for OOS by working with tribal, federal and other state programs serving Native Americans for the purposes of strengthening relationships by identifying opportunities to improve services for and increasing access to HCA services for Native American members;
  • Demonstrating experience in policy analysis and development;
  • Demonstrating an understanding of Native American health, including disparities, cultural appropriateness and workforce needs.
Who are the customers?
  • Native American members of the state of New Mexico;
  • Indian Health Services and other state and federal agencies serving Native Americans;
  • Health Care Authority (HCA) staff.
Ideal Candidate

The Ideal Candidate has:
  • Knowledge of tribal consultation protocol and best practices;
  • An understanding of tribal healthcare systems and challenges;
  • A familiarity with the policy issues and structures that impact health and social determinants of health in New Mexican tribal communities;
  • Critical thinking and policy analysis skills;
  • Strong written and oral communication skills;
  • An ability to bridge effective communication between HCA staff and leadership and tribal members, tribal providers, and leaders in tribal government and HCA staff and our other partners;
  • A problem-solving mindset and a passion for working with a team to build a stronger health system and safety net for Native Americans in New Mexico.



Minimum Qualification

Bachelor's Degree in Social Work, Psychology, Guidance and Counseling, Education, Sociology, Criminal Justice, Criminology, or Family Studies/Services and six (6) years of experience as a social work assistant and/or in social or community coordination, working with communities, working on health or social service related matters, social work/case management experience, health care, and/or behavioral health care, of which two (2) years must be supervisory experience. Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling ten (10) years may substitute for the required education and experience.


Employment Requirements

Must possess and maintain a valid New Mexico Driver's License.

Must obtain a Defensive Driving Certificate.


Working Conditions

Work is performed in an office setting with exposure to Visual/Video Display Terminal (VDT) and extensive personal computer and phone usage.
